G Water Recourses&Electric Power Group was established in1998.With15years of rapid development, Which become a large government-owned enterprise in Guangxi. Developing from a local power enterprise that only provides power supply service, the company extend the businesses what it owned into power supply, power plant and water supply etc. At the same time, there are some prominent issues which have raised in human resource management of G Water Recourses&Electric Power Group. Especially in the management system of power supply branch companies, which are the pillar industry of G Water Recourses&Electric Power Group. The issues mentioned are how to enhance the manager’s overall quality and implementation of scientific and effective management problems. In recent years, the competency model can be used in digging individual hidden qualities and effective prediction caused by high performance behavior, so it will be applied for the purpose that solve the problems in the practice of human resource management encountered. Constructing competency model and using it in power supply branch company of G Water Recourses&Electric Power Group general manager, That become an important objective and significance of the study.This article was used the method of combining the theory research with practice, which aims to study how to construct the competency model of Power Supply Branch Company of G Water Recourses&Electric Power Group general manager. Not only based on the relevant literature and theory research, but also drew on the managers of enterprises at home and abroad competency building methods and indexes. What is more, derived by the G Water Recourses&Electric Power Group of industry characteristics and business conditions, Besides,used behavioral event interview method, questionnaire method, expert evaluation method to collect data about the competency,In addition, through the exploratory factor analysis, data analysis method. Finally, the competency model of G Water Recourses&Electric Power Group was established which have five dimensions and16competency elements what the power supply enterprise general manager needed. After the validation of model, The consequence shows that the result of using of competency assessment is well correlated with the actual performance, so the model is scientific, high effective.Combining with the characteristics of the industry and enterprise features, the research which power supply branch company of G Water Recourses&Electric Power Group manager’s competency reflected the characteristics of the paper, in the hope that it has contributed on branch general manager for other hydropower enterprises, enterprise groups and other middle managers selecting, using, retentioning, training system.
