Research On The Supply Of Rural Old-age Security Service Under Welfare Pluralism Theory

Our country is in the period of social transition, it is faced with many problems inthe field of politics, economy, culture, and especially the field of old-age securityservices has become more prominent. H province is a big population province, occupiedlargely proportion of rural population, its’ old-age security service’s problems in ruralareas need to be solved hurrily. In this paper, we use the Welfare Pluralism theory toanalyze current situation and the problems of rural old-age security service’s supply, andwe claim that the supply of rural old-age security service should not only be dominantlyprovided by the government, but also by the market, community and the non-profitorganizations. We hope this paper will make contribution to promote the development ofold-age security service.The paper consists of four parts. The first part is the related concepts and theoreticalexplanation. We define the meaning of old-age security service, Welfare Pluralism theoryand supply; the second part, is the current situation and problems of the supply of ruralold-age security service in H province, including the current situation and problems ofthe supply of government, family and private nursing homes; The third part, are thereasons of the supply of rural old-age security service in H province, including the lackof government responsibility and rural old-age security service market, undevelopednon-profit organizations. The fourth part, are the suggestions of the supply’s problems ofrural old-age security service in H province. Put forward to establish rural old-agesecurity service system, taking by the government as the leading status; social enterprisesshould participate in the supply of rural old-age security service actively; the system ofcommunity service for the elderly at home in rural area should be promoted; non-profitorganizations should participate in the rural old-age security service industry actively.We analysis the current situation and problems of the supply of rural old-age securityservice with literature research method and empirical analysis, and then we come up withthe suggestions. Solutions for the supply of rural old-age security service have beenproposed so that it is beneficial for us to develop old-age security service industry and maintain social stability.
