The Research For Rural Five-Guarantee Under Welfare Pluralism

The system of rural"five guarantee"as a system had obvious Chinese characteristic emerged after founding of the PRC. During the process of market economy established gradually, the social protection system of"three no people"under the planned economy triggered off a multidimensional crisis. This study analyzes rural"five guarantee"system at the present stage from perspective of welfare pluralism. First of all, this study introduces the connotation and mode of welfare and welfare pluralism, pointed out the significance of welfare pluralism. Then the paper looks back history of rural"five guarantee"since formed to restore and then to the development, analyses shortcomings of support in"five guarantee". Next, the paper takes Hebei province Hezixi town as object of study, analyzing the impediments of development of"five guarantee". After that, the study introduces the situation of social assistance in United Kingdom, Sweden, Japan and Korea. Finally, the author suggests that constructing of overall of aging undertaking, strengthening the collective economy, developing rural community, consolidating resources, improving management, solving difficult problems in medical treatment, and promoting comprehensive social assistance system, strengthening supervision and management, achieving the goal of construction society net through many kinds of ways.
