In the new period,how to solve the problem of rural elderly endowment,promote rural social harmony and stability,to realize the rural elderly abetted is an important part of the national pension security.Along with the rural family structure miniaturization,frequent population movements,the influence of such factors as rural old-age situation day by day serious,the figures show,currently 70% of the elderly population living in the countryside,the disability,and disability,the elderly accounted for the proportion of elderly population reached 18.3%,the total number of about 40.63 million people,especially the rural empty-nesters problem is particularly serious,the proportion of 51.7% of the rural elderly population.In this background,the emergence of the rural community endowment institutions is the key to solve the problem of rural old-age exploration,especially in the dense regions of the rural elderly population is more important.Rural community endowment agencies have into small,small,cover an area of an area small,etc,is a powerful supplement of traditional rural endowment way.Under the welfare pluralism perspective,this article according to the needs of the present situation of the rural community endowment institutions and research,Y institutions in henan province and the surrounding rural community were investigated,and the local county,township level civil affairs departments has carried on the visiting staff,select Y institutions in the elderly,the staff,the civil affairs department staff,such as rural community grassroots cadres as the research object,adopted qualitative half open interviews to get research data,collecting materials reality in the development of rural community endowment institutions,clear understanding of the actual situation of the rural community endowment institutions,based on the analysis of rural mounting endowment situation,starting from the present situation of rural community endowment institutions,conduct research on rural community endowment institutions.From the past for a long time in China urban and rural development policy,the development of rural community endowment institutions underpowered,main show is a shortage of funds for rural community endowment institutions,lack of professional nursing staff,pension service facilities is insufficient,the occupancy rate is not high,such outstanding problems as social volunteer service consciousness is not strong,the current investors are still a major development of rural community endowment institutions funding sources,multiple support is very low.From the perspective of welfare pluralism theory,this paper analyzes the development of the rural community endowment institutions,mainly from the government,market,rural communities,voluntary organizations through theoretical analysis,four aspects in the process of the development of the rural community endowment institutions,at present,an independent development is institutional investors,government,market,community and voluntary organizations did not participate,unable to form resultant force,main show is inadequate government support,market operation is not standard,insufficient community participation,voluntary organizations develops slowly,is the important factors which restrict the development of the current rural community endowment institutions.Based on the welfare pluralism theory,from the aspects of multiple subject study of rural community endowment institutions.On the basis of the development of the institutions,state,market,community,volunteer organizations to provide power for the development of rural community endowment institutions.Under the background of rural economic and social development is slow,should we will increase support for rural community endowment institutions,when making laws and regulations to be appropriate to the rural tilt,to speed up the development of the rural community endowment institutions,provide better quality of service for the rural elderly.Should strengthen the regulation of rural community endowment institutions,especially in such aspects as safety,hygiene need to intensify supervision,regulate the behavior of the rural community endowment institutions,security of rural community endowment institutions and the legitimate rights and interests of the rural elderly,this needs on the premise of government-led,further improve the market industry standards,strengthen the rural community participation,strengthening the volunteer organization added strength,can better development of rural community endowment institutions,to better service for the rural elderly.
