Comparison In The Replacement Rate Of Urban Residents Social Endowment Insurance

China’ s endowment insurance system has been continuously reformed andimproved since the1980s,in the continuous reform and improvement,our endowmentinsurance has covered civil servants,employees of enterprises,flexible employees,migrantworkers and other groups,but social endowment insurance for unban non-employedresidents has been in a state of loss,the CPC central committee and the state councilattached great importance to the construction of social endowment insurance in ourcountry,in June,2011,Chinese Government Net published "State Council guidance oncarrying out urban residents social endowment insurance polit",on July1,2011,launchedthe pilot of urban residents social endowment insurance.So far,our endowment insurancehas basically built up a unified national institutional framework,essential to achieve fullcoverage,however,because of the vast regions,great difference of social and economicdevelopment,natural resources,customs differentiation and population structure,pluspolicy preferences,the endowment insurance in our country presents obviousdifference.Due to the short time of implement of the polit,different implement time of theurban residents social endowment insurance polit,different policies in differentregions,different financial subsidies,the urban residents social insurance presents obviousdifference.Replacement rate directly related to the final pension level,great gap willcause the imbalance of the heart,cause social unrest,impede the rational flow of labormarket,is not conducive to the convergence,harmonization and resource integration ofregional endowment insurance,eventually,endanger the development of economy and thestability of the society,contrary to the purpose of establishing social security system andthe basic principles of promoting healthy economic development.Based on summarized domestic and foreign research on urban residents socialendowment insurance,the relevant basic theory as a starting point, estimate and comparethe replacement rate in regions,compare the replacement rate and Engel’s coefficient,find out reasons for the difference between replacement rate of urban residents socialendowment insurance,propose appropriate solutions and recommendations,to establishreasonable policies,to further optimize residents pension levels,to promote urban residents social endowment insurance to further reform,to promote urban residents socialendowment insurance system running smoothly and coordination with social economy’ sbenign interaction.
