Research On The Leading Industry Selection Under Low-carbon Economy Perspective In Inner Mongolia

As the environmental pollution, climate change and energy security situation becoming increasingly grim, the concept "Low carbon economy" was born. Based on the least energy consumption and pollutant emissions, the "low carbon economy" can create the best social benefit and economic benefit. Its essence is to improve energy utilization ratio and change economic development model of high consumption. This kind of low carbon economy is the inevitable choice of sustainable development.In recent years, Inner Mongolia’s economy keeps growing rapidly, and becomes the typical "Inner development model" of western region. But the rapid growth of Inner Mongolia’s economy is the result of high energy consumption, belonging to the "Energy-led growth". At the same time, the regional leading industry resides strategic dominance in the whole region, and plays a decisive role in the characteristics and evolution of the industry as well as the direction of the regional industry sustained, healthy and rapid development. Combining these two points, we can find that it’s an urgent practical problem to choose the leading industry which is suitable for the development of Inner Mongolia Autonomous Region according to its economic characteristics.The article adopted the method of combining theoretical and empirical analysis, and first introduced the correlation theory of low carbon economy and leading industry, then analyzed the current situation of industry in Inner Mongolia. This article integrated carbon targets into leading industry selection system, and selected the leading industry after a comprehensive evaluation of24industrial sectors from the five aspects of the industry scale, industry correlation, comparative advantage, economic benefits, low carbon. Finally, this paper put forward some countermeasures of leading industries in Inner Mongolia development under the low carbon economy perspective according to the results of low-carbon economy leading industries in Inner Mongolia Development and factor analysis of the status quo.
