Research On Choice Of Industrial Leading Sectors For Gansu Under Low-carbon Economy

The leading industry plays a decisive role in the whole nationaleconomy, it impacts on the speeding and quality of economic growth, itssmall development and change drives the change of other industries andthe whole national economy.The development of traditional leadingindustries over pursuits economic benefits,resulting economicdevelopment has a high dependence on the resource,at the beginning ofthe twenty-first Century, the scramble for resources has intensified, basedon this background, the paper studies the leading industry choice under"low-carbon economy", in order to leading industries plays a betteradvantages. Under the background of low carbon economy, selectingleading industry should not only be able to meet the selected criteria oftraditional industries, but also can adapt to the requirements of thedevelopment of low-carbon economy. Therefore, under the background oflow carbon economy,the choice of leading industrial has a greatsignificance in Gansu Province.Firstly,the paper analyzes the theoretical basis for the choice ofleading industry, summarizes the main problems existing in developmentstatus, industry of Gansu Province in the low carbon economy in Gansuprovince and the history of the development of leading industry.Secondly,in order to scientific and rational choice of the leading industry of GansuProvince, on the basis of comparative advantage, industry growth, technical progress, industry scale, economic benefits, low energyconsumption,constructing the index evaluation system of leadingindustry selection under low-carbon economy.Thirdly, combining withthe shift share analysis method, entropy method and DEA method,makea quantitative analysis, Gansu province should take the petroleum andnatural gas exploitation, oil processing, coking and nuclear fuelprocessing, electrical machinery and equipment manufacturing industry,electricity, heat production and supply industry, tobacco industry asleading industries.Finally, considering the background of low-carboneconomy, we put forward suggestions for promoting healthy developmentof the leading industry.
