Global warming has become a fact, which led to a major factor in global warming is the increase of the content of carbon dioxide in the atmosphere, carbon dioxide in the atmosphere comes mainly has two kinds, one is naturally occurring, one is that the generated. Natural carbon dioxide produced by the human may not be able to change, but that the carbon dioxide produced can take many measures to control. Obviously, in order to reduce the concentration of carbon dioxide in the atmosphere, only through the change of human production activities to achieve this purpose. China is a country with a large population, is also one of the major industrial countries, with rising living standards, people’s consumption of energy is increasing, in order to meet the country’s growing energy demand, more and more fossil energy is consumed, two carbon dioxide generated human activity continue to increase, resulting in atmospheric environment in our country. The deteriorating situation. Therefore, in order to improve the environment, curb global warming rate, reduce carbon emissions has become a hot topic in current research, many domestic and foreign scholars have made important contribution. In our case, the corresponding measures are taken to control the emission of carbon dioxide, from a policy perspective, China’s "eleven five" program and the "Twelfth Five Year Plan" are clearly put forward energy-saving emission reduction, maintain the harmony of human and ecological development; from an economic perspective, China wants to reduce carbon emissions, will need to transition China’s economic development mode, from extensive high-energy development mode change to intensive low energy consumption mode, at the same time, this change also can promote technological upgrading, on China’s economic development plays a huge role in promoting; from the environmental point of view, at present our country even the world of extreme weather and frequent, the average temperature rise, leading to the glacier melt, sea level rise. Therefore, from the above three point of view, China’s energy-saving emission reduction be imperative, but how to energy saving and emission reduction is the main purpose of this study.First of all, to achieve energy saving and emission reduction in China, must find out what the industry what sector energy consumption of large, high carbon emissions; secondly, through the analysis of the method of mathematical statistics, analysis of these industries of high energy consumption, high emission reasons; finally, through the analysis of these reasons, put forward reasonable suggestions and measures. By analyzing the China statistical yearbook and Chinese energy statistical yearbook analysis found that, China’s current GDP comes mainly from the industrial sector, and carbon emissions is also the highest Department of industrial sector. Therefore, this paper studies the relationship between the development of the industry and carbon emissions, which industries find industrial industry at an ideal state between economic development and carbon emissions, and these industry by data envelopment analysis (DEA) for the overall efficiency, technical efficiency, scale efficiency analysis, and put forward the corresponding solutions.This text questions, analyze problems, to study the relationship between the development of ideas to solve the problem of Chinese industry and carbon emissions. First of all, through the current deterioration of the environment to find out the reason for the deterioration of the environment rising levels of carbon dioxide in the air, through the analysis to find out the sources of carbon dioxide to reduce the amount of carbon dioxide in the atmosphere, further to find out China’s rise on the content of carbon dioxide in the atmosphere contribute the industrial sector -- to study on the second industry, the second industry is divided into 35 industrial sectors, and then through the tapios model energy-saving elastic index, of the 35 industry emission reduction elastic index, value creation elastic index and low carbon development elasticity index to analysis, find out the industry problems in the development process, the classification. Then through the DEA data envelopment analysis model in these industries, pure technical efficiency, scale efficiency indicators index, comprehensive efficiency index and scale effect index, and further to find out these industries appeared in the four aspects of the problem, finally obtained through the two model of the comprehensive comparison and conclusion, and puts forward the corresponding countermeasures.By using the Tapio model and DEA model of data envelope analysis found that:1, China’s industry in the 13 years of energy saving and emission reduction effect is obvious, especially the effect of energy saving is formed between the industry of China’s industrial emissions of carbon dioxide and the GDP is main reason for weak decoupling state.2 of China’s industrial value creating ability weak overall, its reason is the scale of production elements covering industry is too high, the value creation ability is the main factor to restrict the development of low carbon industry in china. Overall efficiency of 3 Chinese industry is not high, pure technical efficiency and scale efficiency should be strengthened.4 of China’s industrial industry structure adjust, in the comprehensive efficiency of the DEA efficient industry accounted for the proportion of industry is too low. In order to improve this situation, this paper for the four point proposal on all above points:1, the implementation of energy-saving emission reduction policies, rewards and punishments; 2, strengthening the innovation ability of the industry and the value creation ability; 3, reasonable adjustment of industrial structure and industry, to optimize the allocation of resources; 4 to attract more excellent foreign investment, and to enhance the industry’s technology level.The innovation of this paper lies in the selected time span is relatively long, the time span of 13 years, through two different model to deeply study the comprehensive aspects of a problem. Through analyzing the industry, find out the different industries exist in low carbon development problems on the road, according to these problems put forward some suggestions. This difficulty in the selected industry more, and longer, the huge volume of data, to make concrete analysis on data easily lost, cannot find the real factor influence, so in order to solve these difficulties, this paper in the processing of data by the average annual growth rate to solve this problem. The shortcomings of this paper mainly in the study period, in this paper the initial stage of writing, the selected limit is 1985-2012, the time span of up to 27 years, but in the end because industry statistical caliber is not unified, such as China’s industrial statistics in this period at least two times after adjustment; industry associated with separation, such as appeared in 2003 before the logging industry, and the industry is no longer the Yearbook appeared; the incompleteness of data, all kinds of energy such as the 2012 rubber industry and plastic product industry consumption data is not complete, industrial production data is not complete, are limiting the further study in this barrier, therefore this paper finally selected research period only 1998-2011 years.
