The current real Estate Tax system in our country takes advantage of the content from The interim regulations on real estate tax of People’s Republic of China issued by the State Council in1986as the main basis of taxation. With the rapid development of domestic economy, real estate market has underwent transformation from the early emerging industry of economic reform into pillar industry of contemporary economics.Recently problems within real estate market became more obvious, such factors as disorderly competition within industry and over high land premium,etc lead to house prices constantly refresh record. In addition, the continuous fermentation of virtually high house price brings hidden troubles to the development of Chinese market economy.Relevant systems and policies in The interim regulations on real estate tax of People’s Republic of China can no longer effectively adjust and control the real estate market.In2010,experts and scholars from all fields call for reform of the Estate Tax, for the purpose of reducing unstable factors like economy and life,etc brought about by excessively grow of house prices through Estate Tax reform. In this case,resources optimization allocation function can be actually achieved, meanwhile improving China’s central government and local government fiscal’s decentralization issues. In January,2011, central government officially launched the Estate Tax reform trial program, with the first trial regions set in Shanghai and Chongqing. Since the implementation of this program, it has earned high attention from scholars and experts from all fields,but controversy and discussion on house Estate Tax reform have never been stopped. However, after three years of the implementation of the trial reform, obvious achievements haven’t been obtained. Reasons for this situation are various. Starting from the actual situations, this paper analyzed the problems existing in the current real estate tax system in our country and the existing unreasonable system in trial program works. In addition, suggestions on perfecting the tax system were put up with through referring developmental experience of real estate tax in developed countries and linking the problems within house Estate Tax reform in our country. In the opinion of the author, the goals and directions of house Estate Tax reform should be cleared,thus playing the role of the tax adjustment of the real estate tax, meanwhile becoming stable tax sources of the local government. In this case it can not solely set goals for macro achievement in the short term but to hold a long view,starting from the root of perfecting real estate tax tax system so as to exert its function and role to the real extent.This paper is divided into five parts. The first part is introduction in which background and significance selection of topic, research overview home and abroad,relevant overview of the Estate Tax as well as research methods of this paper are introduced. Then the related basic theories of real estate and research guidance significance of theories on this paper are introduced in the second part.In the third part, the problems and influence of current Estate Tax system in our country were mainly analyzed. At the same time, by taking relevant data for three years in trial regions as basis, the researcher carried out evaluation and analysis on periodical work of Estate Tax reform in trail regions. In the fourth part, real estate tax reform experience and enlightenment to our country are summarized by combining the Estate Tax system in United States, Japan and Hong Kong as well as comparing its advantages and disadvantages. In the fifth part the above four chapters are summarized for the purpose of perfecting domestic real estate tax system reform and put forward the corresponding countermeasures as well as suggestions.
