Fiscal Decentralization And Resource Allocation For Scientific And Technological Innovation

Innovation is the pillar of development,and Science & Technology leads the orientation of future.In the era of knowledge economy,sci-tech innovation resources,as the important symbol of comprehensive national strength,which have become the consensus of the world.However,sci-tech innovation resources itself own the nature of public goods,of which the surplus and risk that makes the market mechanism cannot function effectively.According to the theory of fiscal decentralization,the participation of local governments can effectively promote the technical innovation capability and efficiency of the resources-allocation.For a long time,our country focus on domain innovation instead of the regional innovation,leading to a significant difference between different regions on science and technology innovation.In the current world pattern,it is of great significance to explore the relationship between local fiscal decentralization and S&T innovation resources allocation,and to clarify the financial rights and in science and technology innovation activity,improve weak links,enhance the comprehensive national strength and promote the strategy of innovation-driven development.Based on Fiscal Decentralization Theory and Innovation Theory,this paper combines the current Chinese fiscal decentralization system to construct the logical framework.S&T innovation resources allocation is divided into science and technology innovation resources allocation capability and the innovation of science and technology resources allocation efficiency.Through constructing the performance evaluation system of S&T innovation resource allocation,found that there is an obvious difference in the capability and efficiency of S&T innovation resources allocation.In the framework of fiscal decentralization,empirical study mirrors that local governments play an important role in improving the capacity and efficiency of S&T innovation resources allocation.The relatively free routine power and financial power can enhance the local technological innovation capability and efficiency,but there is no linear relationship between fiscal decentralization degree S&T innovation resources allocation.The results of empirical analysis are of guiding significance to promote the development of local scientific and technological innovation,especially in the context of the current innovation-driven development strategy and supply-side reform,we should vigorously promote the development of scientific and technological innovation,and make suggestions for this:(1)Building a comprehensive performance evaluation system of S&T innovation resources allocation,according to which we should adopt appropriate policies and pay more attention to both efficiency and ability;(2)Building a contractual system between central government and local government on financial and administrative rights,thus reducing information asymmetry,and promoting the development of science and technology innovation;(3)Perfecting the functions of local governments and promoting the equalization of public services are also of great importance to promote regional scientific and technological innovation.
