Housing issues concerning people’s livelihood, The development of housingconsumer credit will help improve residents’ housing conditions. As the capital city ofXinjiang, Urumqi Aceh is in leaps and bounds period, residents’ improving incomewill stimulate their willingness to improve housing conditions and reasonable housingconsumption credit expansion would help achieve the aspirations of the residents.In this paper, the research object will be located in Urumqi, the capital city ofXinjiang, compared with the mainland, in the political, economic, social, and culturalaspects, Urumqi has its own characteristics, such as economic and social developmentis relatively backward, but the pace of development continues to accelerate, housingconsumption credit business started late, low level of development, but the residentshave strong willingness to change the housing conditions. As the research object Ihave in-depth analysis of the demand for housing, the housing status of the consumermarket and the consumer credit market in Urumqi. We can know that urban residentsin Urumqi have willingness and conditions to improve housing conditions, in addition,the development of housing consumer credit help the urban economy development.From the demand side and the supply side of the housing consumer credit (the supplyside of the housing mortgage market including commercial banks and trust individualhousing consumer credit markets) to Urumqi on housing consumer credit factorswere analyzed, including income factors, housing price factors, the loan risk factors,the market environment factors, environmental factors such as policy, drawn Urumqihousing problems and deficiencies exist in the consumer credit market, and from themicroscopic point analyzes the risk of housing consumer credit market. Then,summarize the successful experience of foreign countries, such as market-based,government-led, develop housing consumer credit system inclined to low-incomepeople, establish and improve the financial markets and risk transfer mechanisms tosupport the housing consumer credit. In addition, the U.S. subprime mortgage crisis draw profound lessons in expanding housing consumer credit, improve livingstandards of residents, while focusing on risk control, in strict accordance with theestablished rules of conduct credit activities, not easily loosen credit requirements, butnot at liberty to transfer risk. Finally, the above theoretical research and empiricalanalysis, combined with the actual proposals. Government should increase affordablehousing construction, curb housing investment demand, improve the social securitysystem and fund system. Financial institutions should improve the quality of services,the implementation of differentiated credit and guide reasonable housing consumption,and control credit risk. Consumers should promptly change their ideas and form ahealthy and reasonable housing consumption psychology, enhance their financialcapacity and credit awareness. Eventually, by governments, financial institutions andconsumers to work together to achieve a reasonable expansion of consumer credit,residents in Urumqi will achieve the aspirations of “Each resident has a house”.
