With the quickening pace of globalization, to obtain the market competitive advantages,the success of project implementation has gradually become an important means forenterprises to improve their management level. Project management has gained more andmore attentions and is widely used by all of us, at the same time, the first thing to do for thepush of enterprises in project management is understanding the level of their own, accuratelypositioning themselves. Therefore, the correct assessment of project implementation ability,and improving the level of project management is crucial for enterprises. And projectmanagement maturity model(PM3)provides a framework for assessing and improving theproject management, which is suitable for any enterprises regardless of their sizes and set-upforms, neither industries nor cultural backgrounds. According to the project managementmaturity model to determine the enterprise’s project management application pattern, you cannot only test the enterprise’s project management ability, evaluate its project managementperformance, but also can compare itself with other enterprises in the same industry, find theshortcomings and insufficiency, understand the defects in the process of projectimplementation, so as to provide the original data and first-hand information for the enterpriseto make proper plans and formulate corresponding measures, and thus improve its projectimplementation capacity, finally enhance the competitiveness of the enterprise, in order togain market competitive advantages.Real estate development enterprise is in a typically project-oriented industry, to createvalue and achieve its strategic goals through project, the project management level directlyaffects the project’s success or failure and the sustainable development of enterprise. In recentyears, project management maturity model has become one of the hottest research topics inthe academic circles and within the scope of project management all around the world, whilein this respect, our country is still in its infancy, both theoretical research and applicationpractice started relatively late, and the gap between the developed countries is relatively large.Therefore, actively exploring the project management maturity model is very important for our enterprises, especially the development, transformation and upgrading of China’s realestate industry urgently need for a comprehensive, significant evaluation system andassessment standards.Based on several common project management maturity models, the current researchstatus and application of the achievements at home and abroad were reviewed andcomparatively analyzed, this thesis combined normative research and empirical researchmethod, actively explored the improvement research work of existing models, initially built aset of evaluation index system, which is suitable for China’s real estate developmententerprises’ actual situation and specific characteristics in project management, and set up areal estate project management maturity model(REPM3). In this paper, we proposed the graycomprehensive evaluation method, it’s a method of comprehensive integration from manykinds of theories, such as the gray theory,“bucket theory”, fuzzy mathematics, AHP analytichierarchy and from the qualitative to quantitative analysis etc. It draws lessons from all kindsof methods, and the method used varies depending on different evaluation steps.Simultaneously, considering the influence of sample data on the final evaluation result, wemade full use of existing information to reduce the system error. And it has importanttheoretical and realistic significance to guide China’s real estate development enterprises toimprove their project management ability, so as to enhance the success rate of project.
