Sustained and healthy development of petrochemical enterprises, not only affectthe development process of the national economy, national security and social stability,but also to some extent determine the country’s comprehensive national strength andinternational status level. With middle managers in the oil business managementactivities increasingly important role, the ability to work of middle managers directlyaffects the performance of oil companies. With the specific analysis of oil companiesmiddle managers competency model, we can find that middle managers should havethe ability, quality and personality traits, to help improve job competency of middlemanagers. Middle managers provide guidance to petrochemical enterprises selecting,cultivating outstanding middle managers, and play an effective role in theorganization and management, so that oil companies can achieve more efficientdevelopment.This paper uses combining of qualitative and quantitative research method, basedon the research of the competency model home and abroad, clearing the corporatemiddle managers role, through literature analysis to obtain competent power factor,combined with the behavioral event interview complementary amendment, we get29competency elements. With the survey to oil companies middle managers, exploratoryfactor analysis, reliability and validity testing and other methods to determine themodel’s dimensions and weights, oil companies eventually come to middle managerscompetency model. Established competency model of middle managers in oilcompany includes six categories, namely: leadership traits, personality traits, internaldriving force, work attitude, personal skills, values awareness. PetroChina UrumqiPetrochemical Company of middle managers overall competency level of the actual evaluation, indicating that the unit of competency primarily in middle managementleadership traits, values, knowledge has been lacking. Competency model based on oilcompanies raised middle managers training and development, recruitment andselection, performance evaluation and other aspects of the specific applicationmethods to achieve middle managers oil companies and raise the level of competence.
