Thirty years since the reform and opening up, the economy of our country hasmade dramatic changes, and people’s living quality and consumption level have enhancedprominently; however, the geological exploration unit which takes mineral resources as the mainbody industry has experienced two stages, i.e. from difficulty to rising up, and from stagnating torapid development during the thirty years. The geological exploration system has also graduallychanged from original "planned economy"--public institution to modern "marketeconomy"--enterprise. If social demand is the external environment for geological exploration unitto survive and develop, then scientific and effective operation mechanism as well as reasonableconfiguration of human resources are the internal environment of geological exploration unit.Currently, the external environment is restricted by global economic development, and thegeological exploration unit only has to adapt to it constantly. Therefore, it is especially importantfor promoting the development of geological exploration unit to optimize configuration of humanresources and establish and perfect a scientific, reasonable and effective performance managementsystem by perfecting the internal operation mechanism.This article first proposes the main study content and research objective of the present articleby introducing the general situation, system reformation history of geological exploration industryin our country as well as relative domestic and foreign studies, and then constructs an overallframework according to the thought of study. In addition, it defines the geological exploration unitwith enterprising operation and management as the study object in this article. Then, the articleexpounds relative theories about performance management, and defines distinction andrelationship between traditional performance management and strategic performance managementby concept. Next, it combines the two into an integral whole with balanced scorecard method andkey performance indicator method as tools ultimately, by analysis and study of performancemanagement method, in combination with analysis and diagnosis for the status and problems ofthe performance management in geological exploration unit; it establishes the indicator system forstrategic performance management in geological exploration unit, selects analytic hierarchyprocess to scientifically and reasonably determinate the index weight for performancemanagement, and evaluates the system by fuzzy comprehensive evaluation method. Finally, thispaper takes LN Geological Exploration Bureau as example, and conducts application analysis ofconstructing the strategic performance management system for geological exploration unit. Resultindicates that, according to the evaluation and definition of the performance management ingeological exploration unit by the country, the evaluation result for LN Geological ExplorationBureau falls into the category of good operation of performance management.The strategic performance management system in geological exploration unit as proposed inthis article can conduct relatively comprehensive, timely, scientific and effective performanceevaluation for geological exploration unit; avoid the defects brought by personal subjective causeand lack of objective examining and evaluating basis; effectively perfect the performancemanagement in geological exploration unit; optimize enterprise resource configuration, exploreemployee potential, and promote enterprise competitive advantage; and meanwhile, it can alsoprovide certain reference to the construction of performance management system in othergeological exploration units. This paper has relatively high theoretical and practical values.
