Path Of Promoting City Economic Resilence Based On Evolutionary Economic Geography

With the process of globalization speeding and deepening, global environment which cities stay in gradually became more complicated and varied, and cities had to face more diversified and indefinite disturbances in their developing process. Recent years, the happening of financial crisis had brought serious hit to many cities in the world, and some cities were still stuck in the haze of sluggish economy as yet, so a new round of researching boom to city economic recovery was break out in foreign countries. In order to solve the problem of city economic recovery, the concept of city economic resilience was brought in and its research contents gradually got enriched and expanded. Yiwu city had a glorious economic developing history in last30years, and finally varied from a small and poor mountain village to the international commercial and trade city, however, the glory it got can only represent the past, if the city lacked the ability of resistance and strain when it faced the complicated and varied disturbances, it would eventually decline, so promoting city economic resilience had great importance to the future of Yiwu city’s economic development.This paper based on the reviews of domestic and foreign researches about city economic resilience and evolutionary economic geography analysis, built the analytical framework of city economic resilience ("definition and connotation-outward behavior-evolution rules-influence factors"), then following the theoretical framework, explained the specific outward behavior of Yiwu city’s economic resilience, established an economic system resilience model and evaluated the city economic resilience of Yiwu during the period of2000-2011by using SPA, through the evaluating results, judged the evolutionary phase which Yiwu city’s economic resilience stayed in, and analyzed the influence of path dependence, co-evolution and sunk cost to Yiwu city’s economic resilience from microcosmic angle with the results of questionnaire survey, at last, according to the analysis above, put forward the promoting path and measures of Yiwu city’s economic resilience.The results indicated that the city economic resilience of Yiwu was strengthening during the period of2000-2011, and the city stayed in the transition phase of restructuring period to new exploiting period, this phase was the golden age and key stage for Yiwu city to get a higher level of development; from the microcosmic angle, there were three negative factors weakening the city economic resilience of Yiwu, included the cognitive lock of enterprises, low co-evolution level from enterprises to theoretical knowledge and the subjects of knowledge innovation, falling into the trap of "sunk costs"; the path to promote Yiwu city’s economic resilience was "building city learning network, strengthening the ability of regional learning". According to the path, the paper came out four measures:first, the. enterprises should cultivate their enthusiasm to participate in learning and define their core status in the learning network; second, government should sufficiently play the role of adjusting and controlling in the learning network, optimize the hardware and software environment of network; third, diversified interactive learning platforms should be built in the city, and the "learning channel" should be broadened and increased:the last, more new high-tech enterprises should be brought in actively, and more talents with high levels of knowledge should be absorbed vigorously.
