With the investment system of China reformed deeply, the construction managementpattern of the government investment project has gradually converted into a new pattern: theseparation of the investment, the construction, the management and the use. The relevantgovernment departments and some local governments have actively attemptedagent-construction system in their investment of the project. The government has graduallyimplemented the agent-construction system in their investment of the project. Thegovernment use public bidding and choose professional project management companies as thelegal person in construction time. The project companies manage the investment of the projectand organize the construction. As the same time they control the investment, the quality andthe time limit of the project. At last they take charge the work of delivery when the project iscompleted and accepted.In the agent-construction system, the construction unit and the project managementcompany sign the entrusted construction contract. Thus they set up the principal-agentrelationship. On the basis of the contract, the project management company may fulfill theirduties and finish their work conscientiously. The behavior is called the virtuous behavior ofthe project management company. The information of the engineering construction and thecontract performance between the construction unit the project management is asymmetric. Itwill result in producing the risk of moral hazard and reducing the efficacy of the agent. Thebehavior is called the unethical behavior of the project management company. The core of theagent is to us the Incentive Mechanism and the Constraint Mechanism narrow the interest gapbetween the entrust unit and the agent unit. It will make the behavior of the projectmanagement company be standard and make the agent be support by more people. It willmeet the need of the practice.This study begins from the inland research status of agent. The study analyzes thebackground of the agent and the application situation in our country. It summarizes therelation and the interest of the main body in the agent. Because the project managementcompany pursues the most interests all the time, it will lead to produce two behavior patternsas the virtuous behavior and the unethical behavior. The study establishes a mathematic modelbased on the Entrust Theory for the virtuous behavior and it summarizes IncentiveMechanism to stimulate the virtuous behavior of the project management company. The studygives a corresponding mathematical model for the unethical behavior to analyze the elementsthat impact the risk of moral hazard of the project management company. It analyzes theelements and gives the constraint mechanism to control the unethical behavior of the project management company. At last the study specifies the above research by a specific case.
