As a project-based company, Construction-Agent Company helps to build large non-profit public project or large-scale infrastructure. Construction-Agent Company faces many problems because the project it takes is really big, many stakeholders are involved and the objectives of different stakeholders are different. To handle these problems, one of these problems is the construction of the organization. This thesis deeply analyzes the organizational problem in Construction-Agent Company and proposes that organizational management model should be changed according to the particular character of Construction-Agent Company. Based on the analysis of the external and internal environments of Construction-Agent Company, Combination Organization is proposed which is centered on Project Manager. As a pivotal post in the organization, Project Manager is a key person in the internal organization, and a person communicates with outside stakeholders directly. Combination Organization can help Construction-Agent Company to be a better project promoter, facilitate the Full-Team Management in large-scale project, and then it will advance the project management ability of Construction-Agent Company. Lastly, a case of TJCT Company acting as an Construction-Agent in Tianjin railway station project is analyzed to prove the feasibility,advancity and validity of Combination Organization.
