Since the mid-19th century, with the development of industrialization and internationaltrade, the international division of labor continued to strengthen the worldwide economicrelation, and thus led to the outbreak of the global economic crisis, which led to massiveunemployment, devastated social productive forces social stability and troublous society. At thistime, due to the use of machine, the workers’ interests were threatened, so the majority of theworkers began to unite to fight for their security. Besides, the development of the economictheory prompted major countries to recognize the importance of formulating full employmentpolicy theoretically. As a result, some countries started to pay attention to unemployment andbegan to adopt various policies and measures to mitigate the unemployment, unemploymentinsurance system thus arouse at the historic moment.Since the formal establishment in1986to today, through continuous development andimprovement, the unemployment insurance system in our country has played a positive role:promoted the rational flow of labor, promoted the deepening reform of state-owned enterprises,helped reasonable distribution of income, and promoted the reform of the economic system,especially the conduct of the labor reform. But at the same time, we also see that the currentsystem is not perfect, such as the simplification of unemployment insurance coverage, theaverage benefit level, weakening the trend of re-employment, and low levels of overallplanning problem, and so on.In contrast, since the establishment in1935, after70years of development and continuousimprovement, the unemployment insurance system in the United States has matured, under theco-management of the federal government and the state government, the unemploymentinsurance system now covers a wide range, can effectively prevent unemployment, promoteemployment, and it has become a deep safety net and economic stabilizer. The same as theUnited States, China also has a vast territory, and the level of economic development rangesfrom different regions, therefore, we cannot have the complete same unemployment insurancepolicy, nor all regions of the country "one size fits all", so it is viable and operable for us to usethe unemployment insurance in the United States for reference.This paper is based on the consideration of learning experience, through the introductionof the development history, institutional framework and basic content of the unemploymentinsurance system in the United States, analyzing its superiorities, then combined with thelimitations of the unemployment insurance system in China with specific national conditions,with a view to refer the successful experience of the unemployment insurance system in theUnited States to develop and then improve the unemployment insurance system in China.
