This paper track the changes of the unemployment insurance system in China over the past20years. In order to assess the current system from the security, promote employment sand prevent unemployment, this paper analysis the data, which data shows the effectiveness and problems of the system, and also consider with the pilot experiences in some provinces promoting employment by using unemployment insurance fund. Studies have found problems and deficiencies in china’s unemployment insurance system, which exist in the system coverage, salary payment standard and the function of promote employment and prevent unemployment. Finally, we Advised perfect the system of unemployment insurance in our country under the principle of the trinity system "protect life, promoting employment and prevent unemployment", make reasonable policies from different aspects, such as confirm compensation standards, expanding coverage, extending the range of unemployment insurance fund and other multiple aspects.
