Research On Tasks Outsourcing Management System Of Daqing Oilfield Logistic Administration

Theoretical study of outsourcing in our country is focusing on analysis offactors affecting the development of enterprises and outsourcing service qualityby analyzing the aspects concerning reducing the cost of doing business,improving the core competitiveness of enterprises, and ensuring the healthydevelopment of the enterprise. Outsourcing should be done in non-core businessand its quality and effects should be assessed in order to ensure the effectivenessof the whole process of outsourcing and improve its competitiveness. As oilfieldlogistics and base camp, Daqing Oilfield Mining Logistics Department bears theresponsibility of providing high-quality services to residents around the miningfield. With the increasingly sharp conflict of labor, new workload increases everyyear, so tasks outsourcing is gradually rising. However, there are many existingproblems, to name just a few, lack of access to metrics and standards, no enoughservice quality supervision, and blind spots in management, etc. Providing adesign for task outsourcing management system of Daqing Oilfield MiningLogistics Department, this paper may help its healthy development.This paper begins with the basic description of the department and its taskoutsourcing situation. Some problems are found and pointed out, to name some,poor and unsmooth outsourcing management, no standardized managementsystem, etc. This paper penetrates deep into the practical task outsourcing in thedepartment and introduces the purpose and content of the managing system. Toregulate task outsourcing management and improve its management, this paperproposes a primitive management system of task outsourcing in department bydetermining outsourcing tasks, selecting outsourcing units by bidding, andestablishing service standards and assessment system. To consolidating theeffective implementation of task management system, this paper proposes manyways, namely, optimizing the allocation of human resources, strengtheningcorporate culture and strengthening the process of supervision, etc. Meanwhile, to make sure the effective operation of the management system, methods likestrengthening the audit, strengthening supervision, and evaluation of the managementsystem, and paying more attention to risk identification.
