Outsourcing is a kind of management mode for enterprises to obtain and maintain their advantages in the market competition. It is a remarkable characteristic of economy internationalization, a new form of innovation network and strategic alliance, even more a kind of strategic means for enterprises to foster and raise their core competence. Today, outsourcing is being attached more attention and put into practice widely. However, the result of outsourcing operation is not all satisfying. The Lack of analyzing and understanding on outsourcing theory, making blind decision, and implementing invalid management all lead to the result of resources wasting and competences losing. Therefore, a suit of scientific and integrated outsourcing operation and management system is urgently needed for enterprises to guide their practice. But at the present, the research on outsourcing wherever in western countries and China is not enough, particularly in China. The researches in China is just on the underway phase. Whereas this, aiming at the existing problems in outsourcing practice and the lack of outsourcing research, it systematically researches on outsourcing operation and management surrounding outsourcing decision-making, outsourcing relations management, outsourcing risks analysis and control, and outsourcing performance evaluation, which is expected to contribute to the formation of an outsourcing operation and management system which is normative and easy to be operated.After setting up an integral outsourcing operation and management framework consisting of six phases of strategic analysis, outsourcer evaluation, contract signing, outsourcing transition and conformity, outsourcing relations management, and outsourcing contract termination, including the critical activities and performance evaluation contents, it draws forth the researches about the following problems:On the outsourcing decision-making, the present research on outsourcing decision concentrates on the decisions of the operations to be outsourced. However, it thinks that outsourcing decision should be looked upon a multi-phases process including analyzing, comparing andevaluating. Opening up the research field from the angle of process, it probes into the outsourcing strategy formulating mode, which can guarantees the quality of outsourcing decision-making to the most extent. It makes up an outsourcing decision flow including core competences identifying, exterior environment factors analyzing, decision models using, cost and income analyzing, outsourcers evaluating and choosing, and, explains and demonstrates concretely those steps in the process. The decision flow makes outsourcing decision pass three filter processes of environment analyzing, decision model using and cost/income analyzing, which can insure the correctness, validity and feasibility of outsourcing decision to the most extent. It also makes an elementary research on the outsourcer numbers decision according to analyzing and comparing the transaction cost of choosing single outsourcer and many outsourcers. It thinks the knowledge specificity plays an important role in the decision of outsourcer numbers, and educes the corresponding conditions of choosing one outsourcer or many outsourcers.On the outsourcing relations management, the present research seems quite scattered, and much aims at the specific outsourcing project or outsourcing type to put forward the factors affecting outsourcing relations, and discusses the problems about both sides' communications and harmony. It expounds and sets up the organizing and managing structure used in the outsourcing operation. It discusses the transition and conformity problems in the outsourcing operation from several aspects of linking up mechanisms, personnel problems, information flow programs, programs used in controlling changing relations and regular meetings, and, inspecting and auditing programs. From the angle of more universality, it particularly probes into the relations management patterns of market pattern, bureaucracy pattern and trust pattern corresponding with the outsourcing relations of market type, middle type and buddy type. It analyzes and demonstrates the route of building buddy relations and the mechanisms of building trust in outsourcing relations. It discusses the multi-interest persons in the outsourcing cooperation between single outsourcer and single enterprise and their relations' state on every outsourcing phase. It also analyzes the characteristics of the cooperationbetween single enterprise and many outsourcers, many enterprises and single outsourcer, many enterprises and many outsourcers, and so discloses the complexity and dynamic of outsourcing relations.On the outsourcing risks analysis and control, the present researches are mainly based on case analysis to identify outsourcing risks and formulate corresponding measures to control risks. It systematically researches on outsourcing risks management framework and methods from identifying risks, evaluating risks and controlling risks. Starting with the definition of risk and outsourcing risks, it makes up an outsourcing risks analyzing and managing frame. According to identifying and diagnosing the outsourcing risk affairs, outsourcing risk objects and outsourcing risk factors, it sets up an outsourcing risks identifying model. It uses the risk matrix method into the outsourcing risks evaluating and their ponderance compositor, and probes into some tactics and their exertions aiming at all kinds of outsourcing risk affairs controlling, and studies on the ideas of designing prompting mechanisms aiming at the phenomena of converse choice and moral hazard in outsourcing. It thinks that the main problem of designing prompting mechanisms aiming at converse choice is to determine the manner of original payment, the payment and punishment afterwards, and the main problem of designing prompting mechanisms aiming at moral hazard is to choose proper parameters to maximize enterprises' expected performance function under the conditions of meeting IR and IC. It makes an original research on the dynamic supervising idea used in the outsourcing risks control, which is beneficial to insure the validity and timeliness of controlling outsourcing risks. According to calculating the lost probability of risks control plan at any moment, we can have a clear understanding on the plan's rationality and feasibility.It is the final stay point for enterprises to evaluate the performance of operating outsourcing. However, the research on it is a weakness tache at present. From the reviews on the present viewpoint about outsourcing performance evaluation, it draws forth the index system used in evaluating outsourcing performance and makes an empirical analysis. In order to achieve the expected outsourcing result, it looks upon theoutsourcing relation and its performance from the angle of relation theory. It considers that the evolvement process of outsourcing performance can be divided into three phases, that is gestation performance, maturation performance and infiltration performance. It concludes and summarizes the factors affecting the outsourcing performance, and explains the evolvement process of outsourcing performance using XEROX-EDS case. At the height of knowledge alliance, it puts forward the mechanism that outsourcing relations act on the enterprises' performance, puts emphases on analyzing and explaining the principle of increasing knowledge using knowledge transferring and system dynamic input-output model, and explains the knowledge creation process of raising core competences from the relationship between core competence formation and knowledge development. The knowledge obtaining, absorbing and using in outsourcing is a critical factor to affect enterprises' long-term performance, and is also a strategic motive of promoting the depth development of outsourcing.
