The Research On Compensation And Resettlement Issues Of Land-Lost Farmers In Sustainable Livelihood Perspective

With the speeding up of urbanization process, there will be a large number of land-lost farmers in our country. For land-lost farmers, land contracting right is a basic means of production for living, and the last safeguard under the condition of the rural social security system which has no full coverage. They lost their land which can bring lasting, comprehensive income assets, so their employment, medical, pension and even children’s property and inheritance rights will not be protected. At the same time, the existing land compensation and resettlement work is not perfect; the sustainability of their livelihood will also be a serious challenge. However, the survival condition and the situation of those people will directly affect the social harmony and stability. The key to solving these problems is to explore a resettlement and compensation mode which can guarantee the sustainable livelihoods of land-lost farmers.First of all, from the aspects of livelihoods assets of land-lost farmers and the capitalization of livelihood assets, this article comes to the conclusion that their livelihood is unsustainable. Secondly, this article probes into the cause of unsustainable livelihoods of land-lost farmers from the aspects of urban-rural dualism, requisition of land, land expropriation compensation and relocation institution, the institution of land taking compensation fee distribution and etc. In order to be able to explore the model of compensation and resettlement basing on sustainable livelihoods of land-lost farmers and absorb the mature experience in some places in terms of compensation and resettlement of land-lost farmers, the author surveyed Mengyang town in Chengdu city. Based on the investigation of the Mengyang town in Chengdu, this article has carried on a thorough analysis on Land expropriation procedures, compensation and resettlement of land-lost farmers, social security, employment security, changes in the income of land-lost farmers before and after they losing lands and etc. Finally, based on the combination of sustainable livelihoods theory and practice of Mengyang town, This paper proposes the model of compensation and resettlement basing on sustainable livelihoods of land-lost farmers, that is "two principles, Four-in-One", explained as follows:the two principle are putting agricultural first and sustainable development, the Four-in-One sustainable compensation and resettlement mode consists of the economic compensation, housing security, employment security, social security.From specific point of view, ensuring the reasonable compensation is the base to solve compensation and resettlement problem of land-lost farmers. Improving the social security system of lost-land farmers is the guarantee to solve the problem. Construction of re-employment mechanism of land-lost farmers is the key to solving compensation and resettlement problem. Improving the recessive resettlement of land-loss farmers is an important supplement to compensation and resettlement problem of land-lost farmers.
