Research On Sustainable Livelihoods Of Land-lost Peasants And The Solution Of This Dilemma

This is exactly what is called “Land is the foundation of politics”.Fei xiaotong has also mentioned that the land is the “destiny”of farmers,is the basis of farmers' survival,but also the guarantee of future life.Nowadays,Social pursuit high-speed development,The footsteps of urbanization and industrialization began forcing the farmers give up their own land.China will inevitably face the same problem with other countries,Let more and more agricultural land become into non-agricultural land,meanwhile cultivation of farmers on the land because of lost the survival of natural capital began to actively or passively to leave the land,these farmers began to walk from rural to urban and become the edge of the vulnerable groups-landless farmers which“farming without field,working without employment,doing business without money,no copy of social security”.The awkward situation damaged the basic rights and sustainable livelihoods of land-lost farmers in different extent.This article will do some investigation and analysis about sustainable livelihoods of land-losing farmers based on R county,understand the current situation of the county farmers' sustainable livelihoods,Through investigation of the county farmers found that the county farmers gave lower satisfaction on land expropriation compensation,social security and reemployment settlement.At present,the main dilemma are that public policy connotation is fuzzy and the public policy was provided insufficiently;The local government has a deviatio in responsibility and ability;Regulators are in a failure;Land-lost farmers are in an embarrassing position;Village organization and organization ability is weak.Finally the author put forward practical measures aimed at these difficulties.Mainly includes: completing the top-level system design,guaranting the effective supply of public policy;Strengthening the ruling ability construction of local government,to evade the risk of moral hazard;Establishing and perfecting the supervision mechanism to improve the cost of administration deviation;Promoting the overall quality of farmers to strengthen the adapting ability of role conversion;Give play to the role of village organization,arouse the enthusiasm of the village collective.
