As the important content of modern human resources management, performance management plays a significant role in the development of modern enterprise management. The coalfield geological exploration unit has a long history, and nature of the institution development course is long. Since the late80’s of last century, the coalfield geological exploration unit has set foot on the journey of reform which lasted for more than20years. But for the special nature of the industry, no change of the property of the institution, the difficulty of change in the career identity of its staff and those deep-rooted notions and management mechanisms which need a long time to form, all of that are the barriers of the unit’s development. At present, the classified reforms of institutions have entirely started in China. So it is no doubt that the pace of the reform of the coalfield geological exploration unit will be further accelerated, and enterprise will be a major trend. Facing with the rapid reform, it is the first problem for the coalfield geological exploration unit and an urgent issue for each unit to have a foothold in the market, reform and innovate in the mechanism, establish a modern management concept, optimize the resources allocation, improve the level of management, and promote the unit’s comprehensive development.This text is based on the practice and exploration of performance appraisal in Coalfield Geological Bureau of Sichuan Province, by the positioning analysis of the reform and development course and industry properties of the coalfield geological exploration unit and that of the management mechanism and the reform and development by our state to clear the fact that the essence of the geological exploration unit is the enterprise, the tendency and the ultimate goal of the coalfield geological exploration unit’s reform and development, management of institutes. To adapt to necessity of reform and development, the coalfield geological exploration unit explores the innovation of the inside management system actively and elevates the management level and developmental ability of itself constantly. Performance management is the vital part of geological exploration units’ innovation of mechanism. The author deeply analyzes the present problems and reasons existed in performance assessment of the coalfield geological exploration unit; proposes ideas, goals and requirements, and index design principles of the structures of the coalfield geological exploration unit’s performance evaluation helped with the theoretical research of performance appraisal management; and put forwards performance evaluation indicator system and measures of the managers of the coalfield geological exploration unit combined with the practice of the stage of its own reform and development. Index system involves two main sub-systems—the operator performance appraisal indicator and the operator comprehensive quality assessment indicator. The appraisal system and implementation method has the applicability and the guiding function to the performance appraisal of the coalfield geological prospecting units’ operators, and has a positive impact on promoting the periodic reform and development of geological prospecting units.
