With the highlight of collectivizing and scale of property enterprise’s advantage, cross-region multi-project development becomes an ideal choice for real estate strategy. Based on the expansion incentives of strategic breakthrough, scale expansion and expedited layout, which brings the breadth and depth of shuffle for the downplaying industry, the whole sector quickly steps into turbulent phase of strategic reorganization, structural adjustment and incandescent competition, more and more property enterprise turns to rely on internal management to adapt to the changeable environment from focus on outward at the early phase. In balance, the competition of property enterprises is the competition of management ability of human resources. Meanwhile, the enterprise possess such traits as high specialization, high risk, large investment, long pay-back period, complex working relationship and so on, which determine that it must train hard its internal strength taking advantage of all kinds of property enterprise resources combination on foreign while making full use of the organization resources to finish the efficient flow operation of project development at home, so that to ensure the firm is able to sustainably develop, grow strong in the field and achieve a good result in the incentive industry competition. Established on the precondition that the high efficient flow operation of real estate enterprise, the performance management system is able to keep organization’s target highly accord with stuffs goal to promote the efficiency improvement, achievement enhance of the enterprise. Consequently, to the property enterprise, the performance management system acts an important role.Founded in Chengdu, XX Property Company is the sub-company belonging to XX Group, which administers three project companies, owing150workers, and main performance coming from "Peach Garden Inscription" project. XX Company,"Peach Garden Inscription" project of which is divided into three phases and developed at the same time, has about80workers.In the Phrase III of "Peach Garden Inscription" project, while it was developed as the schedule, internal management of the project was growing increasingly chaos, taking on a look of low working efficiency, poor implement ability, imperfect system and disordered process etc. The performance management system of the internal project without incentives and restraints is the most important. Directly results of a good many problems are that stockholders are not pleased, workers’satisfaction is low, achieving rate of company objective is low, which badly affect the improvement of company’s achievement and the realization of company’s strategic goal. The company gets into a trouble, owing to the increasingly tough external environment. To realize its goal, the "Peach Garden Inscription" project has to improve its internal management, solve the problems of low target efficiency, confused internal flow and so on, analyze the present performance management problem, perfect the project performance management system, improve share holders’and workers’satisfaction and working efficiency.With the general background of each real estate area in the industry, this paper hopes that make an analysis on the performance management system by the related theory of performance management, combing with the internal current management situation of "Peach Garden Inscription" project of XX Property Company. Taking the advanced performance management experience of famous property groups in the field for reference, it will solid the performance management system of the project, improve the internal management ability of "Peach Garden Inscription" project of XX Property Company and build a sound basis for realizing the company’soverall, strategic objective, based on the theory of performance management system.
