Research On Current Situation, Problems And Objectives Of Jiangsu Province Innovation Development

Accelerating Innovation Development can quickly enhance regional capacity ofindependent innovation, optimize the allocation of regional innovation resources,promote upgrading of regional industrial structure, promote economic growth andenhance regional competitiveness.This paper discusses theoretical studies of domestic and foreign on the regionalinnovation system, regional capability of independent innovation and regionalinnovation-driven model, discusses the theory progress in the innovation developmentissues related to the Jiangsu Province. Based on them, This paper analyzes currentsituation of Innovation Development of Jiangsu Province by collecting data ofinnovation development of Jiangsu Province over the past decade, and found theproblems and deficiencies on innovation development of Jiangsu Province by contrastto typical provinces and innovative country with Jiangsu Province. The paperestablishes a Target System to accelerate the innovation development of JiangsuProvince contrary to the deficiency of innovation development in Jiangsu province.And building a multi-objective programming model to accelerate the innovationdevelopment of Jiangsu Province. Through analyzing the model to explore ways toaccelerate the innovation development of Jiangsu Province. And proposedcountermeasures to accelerate the innovation development.We think there is aconflict between the speed of economic growth and industrial upgrading andinnovation and investment in R&D institutions is relatively low output efficiency.Thus we proposed strategies of rhythmic moderate slowdown in economic growth andsteadily promote industrial upgrading. And we establish an effective performanceappraisal system for R&D institutions to mobilize the enthusiasm of the staff inresearch institutions. We think Jiangsu Province should increase the support ofinnovation and development and Introduce good policy to innovation anddevelopment also they should Strengthen grass-roots facility construction andimprove the laws and regulations.
