Poverty is the real problem facing every country, especially for developing countries, is an important issue in the process of its development. For governance, poverty countries to develop the implementation of various policies and measures, adopted various means, but poverty has not been sharply reversed. The previous policy of poor governance is aimed at the existing poverty. Core policy is to take a variety of means to improve the income of the poor. However, poverty is not only refers to the low income, also means higher vulnerability to poverty group, namely poverty population is more vulnerable to the impact of the numerous risks and thus causing a greater loss. Knowledge poverty in addition to seizing the low-income this core, even seize the two key factors, namely, risk and vulnerability. The governance, should not only pay attention to the condition of the needy now, but also focus on the risks and the vulnerability.In this paper, poverty vulnerability is choice as the analytical perspective.Poverty group of China include urban residents and rural residents. Because the priority of the development of heavy industry and the urban has been taken since the founding of our country, the gap between urban and rural areas of our country is more and more large. Not only economic development level, the basic public services such as social security is also extremely unequal, the living environment of the poor rural residents is more bad than urban poor residents. This article selects the plight of the poor rural residents as the research object.Poverty vulnerability means that the poor group is facing more risks, underling the deeper influence and not easy to reply. The risk factors of vulnerability to poverty are various, such as a sudden natural disaster, disease or accident impact risk, economic impact, etc. Among them, the inflation risk as one of the most common external economy, particularly has created a significant effect on the vulnerability of the poverty group. And the rustic poverty population is affected by inflation complexly. Therefore, this article embarks from the perspective of poverty vulnerability to analyze the impact of inflation on low-income groups in rural areas in China.Through the related research in this paper, we come to two conclusions:(1) the vulnerability of low-income poverty rural groups is more higher.(2) Inflation as a kind of common market risk could cause deeper influence on the rural low-income groups in our country.So we can take the following measures:(1) Curb inflation and establish risk prevention and response mechanism, reduce the external risk of low-income rural poverty groups, enhance the risk resistance ability.(2) Increasing the financial input of the compulsory education and vocational education in, promote the development of education in a poor area. Break the traditional urban and rural household registration system, promote the coordinated development of urban and rural areas and the equalization of municipal service.(3) Improve the pertinence of the poverty alleviation policy, focus on the poverty vulnerability of the low-income groups.
