Study On The Improvement Of Poverty Alleviation Countermeasures From The Perspective Of Vulnerability Poverty

Poverty not only seriously hinder the country's economic and social development,but also lead to social instability problems,the deterioration of the natural environment and regional development imbalances,while the developing countries,due to a series of negative effects caused by poverty is particularly profound.The last century at the end of 70s,China's poverty alleviation policy mainly in material help,with the need to carry out the work of poverty,poverty alleviation policy changes,to "development oriented poverty",from the "regional poverty alleviation" to "targeting the poor county'',"the whole village",then to "the home".After eighteen,to achieve the overall goal of comprehensive building the well-off society in the poverty alleviation and development,and will implement precise poverty alleviation,scientific poverty alleviation,enhance the pertinence of focus as the current research work,with 11 concentrated special difficult areas even tablets as the key areas of poverty alleviation,for our country's new stage of poverty alleviation work pointed out the direction.This study is based on the consideration of the concentrated special difficult areas of Poverty Alleviation policy combined with poverty and related theories,based on the current research of poverty on the introduction of the concept of poverty vulnerability,the vulnerability of poverty concept from the perspective of more the connotation and essence of the research into the measure of poverty,enrich the research of poverty the theory,improve the measure of poverty;at the same time,select the Wu Mengshan area and Liu Panshan area as the research object,starting from the perspective of the vulnerability,the combination of public management and public policy evaluation theory,evaluation system policy,collect and collate the statistical data of 2000-2014,the principal component analysis of the data samples were obtained by SPSS software,areas 15 years comprehensive performance score of three dimensions.Through scientific quantitative analysis to assess the effect of China's poverty reduction.Through data analysis,we find the following problems of the poverty alleviation work in different areas:the main body of rural poverty monitoring system is not clear,and there is no monitoring mechanism,improve the scientific monitoring index system of monitoring data,there is a certain scientific social security system;the narrow coverage of the social security system,the gap between urban and rural areas,but also in the implementation of the social security system in the process there are many non-standard phenomena;rural infrastructure,especially in education,health care and other aspects;the labor market is not perfect,the quality of human resources is low,poor employment narrow face;natural disaster early warning mechanism is not perfect,the lack of legal the corresponding regulations and regular management data,incomplete information system and so on.According to the conclusion of the study and the current our country to concentrated special difficulties The poverty alleviation policy difficult areas,put forward the corresponding policy recommendations:establish and improve poverty monitoring system,construction of poor information database;improve the poverty alleviation aiming mechanism,establish a dynamic monitoring system of poverty population;strengthen rural service infrastructure construction,make the appropriate adjustments for education and network construction;improve the rural labor market and rural society security system;strengthen the construction of rural natural disaster early warning system.Although China's current theoretical research on poverty and poverty related has been largely a breakthrough,but there are a lot of problems in the construction of poverty measurement system,the lack of indicators is not perfect and the data for quantitative research of poverty defects,the innovation of this paper is from the economy of society and environmental dimensions,policy evaluation system contains 17 level two indexes,through the use of SPSS software to carry on quantitative research on the data and samples,reflecting the status of comprehensive poverty area,and combining with the current policy of poverty alleviation and puts forward the corresponding improvement suggestions,which also carried out for China's poverty alleviation work provides a research reference.
