Abstract:The pace of development,the growing scale and the international influence of banking industry in China are all achieved sustained growth.But it is also facing lots of risks and challenges, such as the introduction of foreign banks,the easing market access policies to private banks,the progressing of financial reform,the accelerating of market interest rates,the transformation of the traditional profit model and etc.Above factors have prompted the future financial sector especially the banking industry in international and domestic banking market competition intensifies.Banking and financial institutions must be make the appropriate strategic adjustment on the business structure,the resource allocation and regional distribution,especially the optimal allocation of human resources is the most crucial to their development.As an important element of the commercial banking system,joint-stock commercial bank is becoming more and more important because of its unique competitiveness and innovation.The Optimization of human resources allocation of joint-stock commercial bank not only related to the overall development level of China’s banking industry,but also related to the level of the overall development of China’s banking industry.The Optimization of human resources allocation of joint-stock commercial bank is the dual requirements in theory and practice.From the micro perspective on the efficiency of human resource allocation,this paper selected20joint-stock commercial banks as the research sample and used the systems analysis method to build the evaluation index system.Then the super-efficiency data envelopment analysis model was adopted to evaluate the efficiency of human resources allocation of joint-stock commercial bank from2008to2012.Through the application of EMS software for data processing,this paper got the super-efficiency values and the efficiency ranking of human resource allocation,then analyzed the slack variable and the correlation between different variables,in order to find out the bottleneck factors which restricted the improving of the allocation efficiency of human resources.the purpose of this paper is expecting to provide reference for the actual work of related management.It showed that:the efficiency of human resource allocation of joint-stock commercial bank had achieved valid basically and improved year by year,but great difference between different banks existed.The human resources allocation efficiency of state-owned commercial banks was significantly lower than the national joint-stock commercial banks and the city commercial banks.The level of the allocation efficiency of human resources in banks ought to be improved; From the perspective of investment in human resources,the redundancy rate of human resources turnover was the highest,indicating that the turnover of human resources in joint-stock commercial banks was too high;the redundancy rate of average age was the lowest,reflecting that the human resources age structure in the majority of the bank’s was rational and efficient and practitioners tended to be younger; From the perspective of output in human resources,the insufficient output rate of the ROTA and NIM was the highest which were on the behalf of the bank profitability,refleeting that the profitability of the joint-stock commercial banks have not yet been fully exploited;the insufficient output rate of the TAGR and NPGR was the lowest which were on the behalf of the bank growth capacity,reflecting that the overall operation of joint-stock commercial bank was growth accelerated and there existed a greater potential for development; Compared with profitability,the efficiency of human resource allocation of joint-stock commercial bank was closely related with its growth capacity. The innovation of this article:it systematically analyzed the status of joint-stock commercial banks on human resources and associated configuration problems;explored the efficiency of resource allocation method for the evaluation of joint-stock commercial banks of human resources,as the core platform and the premise which based on of the optimal allocation of human resources;the establishment of the evaluation system on human resource allocation efficiency of joint-stock commercial banks laid the foundation to the optimize the allocation of human resources,which has practical significance reference;the human resource allocation efficiency level of joint-stock commercial banks was closely related to its ability to grow,this had important practical significance...
