A Study On Mid-term Implementaiton Evaluation Of General Land Use Planning Of Heng County

Evaluation of general land use planning can be defined as a process which optimized toachieve a reasonable allocation of resource and make the land use to be sustainable,meanwhile, creates the appropriate measures to make sure the structure of use of land inspecific region for the future in term of needs for social development. It is not only developthe use of land in one specific region in term of the condition of natural, social and economic,but also make the layout of specific area has the ability to play a role in macro-strategy. Itmust be given time to make the evaluation and analysis of the situation and effects after theplanning and implementation, and to ensure the completion of the planning objectives for thenext planning to provide information and recommendations in order to make overall plan ofland use has the maximum benefit. Recently, some of scholars have been implemented in theevaluation of land use planning has do the research in a sufficient variety of areas, but theevaluation methods fails to form a unified standard, Such as: the process of selection,evaluation indicators. Likewise, there are various methods which do not have generalapplicability. Therefore, in different study area, the type of land use planning implementationevaluation methods has certain research value.In this paper, the author used the plan of land use of Heng County, Guangxi provinceChina to be the research sample and also combined the data of Heng County’ land use from2006to2020. On the other hand, refer to implementation of domestic and international landuse planning on the basic of evaluation studies, combined with land use planning andimplementation of the specific circumstances of Heng County, meanwhile, from planningand implementation of land use of structure, land use of spatial layout, use of effectiveplanning, the degree of in five areas selected18sampling of land use planning andimplementation to build the evaluation system of Heng County. According to the analytichierarchy process (AHP) to make sure the sampling to be correct. Even, the use of alogarithmic utility function model dimensionless index, as the final geometric mean methodsusing synthetic indicators calculated and thus the planning and implementation of mid-termevaluation of the current round of the composite score, based on the evaluation level division,the implementation of planning of mid-term of the preliminary round of the quantitativedetermination of land use. The evaluation can be divided into two process, firstly, combined with the result of the first evaluation scores, planning to make a comprehensive overview ofthe evaluation, after the adoption of indicators in accordance with the total incrementalefficiency divided in three categories, namely indicators for the evaluation and analysis ofspecific data listed to combine qualitative and quantitative and both overall and the purposeof detail. Secondly, makes an objective assessment for the effect of the implementation ofthe detailed planning. In the final part, the author will point out the strength and weakness ofassessment to offer the comments and suggestion for the further research. However, theevaluation scores of Heng County’land use is88.41which can be seem as excellent overallperformance.
