Construction And Application Of Mid - Term Evaluation System For Implementation Of County Land Use Planning

To adapt to the changing economy and society, national policies and local strategies are also adjusting. In this context, people focus more on whether the land use planning targets are reached and whether this 15-year local land use planning is valid, as well as the later adaptation issues the plan has to face. In recent years, the economic and social development of our country is booming, and the external environment become extremely complex and volatile, so the corresponding strategic approach is also under constant adjustment. At present, in-country researches about the implementation effect of land use planning and its adaptability for the future are still limited. Some studies attempted to conduct evaluation index system of land use planning. However, comprehensive studies about the adaptability of land use planning are still relatively less, especially the studies narrowed to county-level.Based on the 2013 "Zhejiang Land Use Planning Implementation Evaluation Technical Guide (Revised Edition) ", this paper study the land use planning implementation evaluation system on the county level under the context that our economic and social strategies are adjusting, aiming to provide scientific basis for similar counties when evaluating land use planning implementation in mid-term by building a suitable evaluation index system. In that way, this paper hopes to further improve the land use planning implementation mid-term evaluation index system of its implementation effect and future adaptability in a certain environment that our country’s economic and social strategies are under constant adjustment. In the aspect of implementation effect, this paper constructs 8 evaluation factors including planning targets, land structure, land distribution, land conservation and intensive level, implementation of the downtown plan, implementation of major projects, planning efficiency and planning implementation, which contains 18 evaluation devisors that consist of 40 evaluation indexes in all. In the aspect of future adaptability, this paper constructs a evaluation system including 5 evaluation devisors that consist of 12 evaluation indexes. This article will conbine quantitative linear standardization and qualitative analysis, and transfer every index into a comparable score. By adopting Tongxiang land use planning implementation mid-term evaluation as practical application case, this article aims to prove the reasonability of the index system that constructed, using index evaluation method and referring to the conclusion standard in "Technical Guide". At last, the article summarizes the mid-term evaluation conclusions of this case and puts forward relevant opinions and suggestions. In conclusion part, this article poses its conclusions and prospects.
