Study On The Mid-term Evaluation Of Implementation Of Land Use Overall Planning In Yingtan City

With the development of our society into the corner overtaking period,resource allocation plays an important role in urbanization,modernization and industrialization of today,especially valuable land resources,his influence in various fields of economy and society,the nature and human relations,the formulation and implementation of good land use overall planning from sustainable development perspective extremely important role.The implementation of interim evaluation of land planning,in the sense of achievement of a stage of inspection planning,inspection to construct a set of perfect evaluation system,the comprehensive evaluation system,to sum up the stage of implementation of overall land use planning experience,provide scientific and reasonable reference for the modification,preparation and management of the next stage planning.Therefore,it is of great significance to optimize the evaluation method of land use planning."Pressure-state-response to the" PSR framework model for the evaluation of implementation of overall land use planning,with a number of theoretical guidance of the spirit,from the land resource location,to coordinate the relations,the value of land resources,sustainable development strategy and multi angle analysis of the land use planning and Implementation evaluation of concrete structure the content and implementation,establish the qualitative and quantitative assessment in land use planning system,index weights are determined by using Delphi method,the quantitative evaluation index and from the analysis of the advantages and disadvantages of land use planning.In Yingtan city of Jiangxi Province as an example in this paper,based on the economic development,social progress,environmental protection and land use data collection and processing,in the evaluation of implementation of general land use planning,give full play to quantify the advantages of PSR model,the empirical analysis of land use planning.The evaluation results for the overall planning of land use in the city: Based on PSR,the total evaluation score of land use planning in Yingtan is 79.82,and the planning implementation is at a moderate level,the evaluation of implementation of overall planning of land use in Yingtan city based on PSR model results close to the actual situation,the model can well reflect the relationship between the status of the land use process of implementation of general land use planning in Yingtan city.In fact,to achieve the overall land use planning mid-term evaluation effectively,we must establish a perfect evaluation index system,objectivity,comprehensiveness,hierarchy PSR model is to ensure the implementation of system evaluation method has strong operability and results have important reference value factors,this method can ensure the evaluation results of height and in line with the actual situation,can provide scientific reference and decision-making basis for the subsequent planning adjustment and implementation of management.
