With social progress and economic prosperity, the internal and externalenvironment business facing has become increasingly complex and volatile in anincreasingly competitive environment, which the uncertainty elements resulting ofmakes human resource management a series of risks. However, enterprises in generalwill focus on the implementation of the hiring,training, evaluation, compensation andother specific functions, while ignoring the risk management issues in the humanresource management process. In the business of human resources management arelikely to encounter risks, such as recruitment fails, the new policy caused discontent ofworkers, technicians and the sudden departure, these events will not only affect thenormal operation of enterprises, leading to business objectives can not be reached, evenwill bring a fatal blow to companies. Therefore, to effectively identify, assess andcontrol the risk of human resources can provide theoretical and practical guidance forcompanies to strengthen risk management of human resources, and has importantpractical significance.Firstly, take telecommunications companies as the research object to analysis andre-build the composion of the internal human resources value chain and external humanresources value chains through the induction and summary of related research of valuechain and human resource risks; and defined the concept of human resource risks andin-depth analysis of the causes of human resources risks and formation mechanism,focusing on conducting risk analyzes of human resources, the cumulative effect theoryand transformation.Secondly, namely human resources value chain to explore the external and internalhuman resource value chain could lead to the risk factors of human resources, humanresource management from the perspective of the impact of various factors on theeffective achievement of corporate goals, build human resource indicators of risk factorssystems and human resource performance metrics system.Again, according to the constructed index system, choose factor analysis and data envelopment analysis combined evaluation of the range of input and output indicatorshave clearly attributed to a number of risk factors affecting the public, and then use thedata envelopment analysis model validation the risk of each decision-making unitefficiency and risk control strategies proposed human resources. Finally, using themodel of human resource risk sample enterprises empirical evaluation, based on theresults of a detailed analysis and evaluation of human resources made specific riskmanagement measures.
