The 21st century,competition among enterprises from the competition of natural resources,capital of the competition to competition in product or technology,competition has become white-hot,only the human resources of the competition is the ultimate competition for resources.Outsourcing human resources management not only enables enterprises to reduce and control operating costs;greatly enhance the core competitiveness of enterprises and help enterprises focus on core business development; solve difficult to manage or out of control functions;also allow business owners do not have internal the development of resources,faster and steady progress towards strategic objectives.More and more enterprises realize that through effective human resources management to obtain and maintain a competitive edge is the core of the modern enterprise to enhance competitiveness.With China's outsourcing business-to-awareness of the increased demand for outsourcing services will increase substantially. China's Human Resources Outsourcing market has exceeded the average growth rate of China's GDP growth rate more than doubled,the development prospect is broad.Human resource management outsourcing the management approach is the result of the development of information industry,the rapid development of social,professional division of the embodiment of refinement,some experts have predicted:the outbreak of human resource management outsourcing the upcoming period.But we should also clearly aware that the implementation of human resources outsourcing benefits to enterprises,it is also a high-risk strategy. HR outsourcing in the business process,enterprises are often faced with internal and external environment from the organization,management process and the various aspects of information transmission within the Health and exogenous risks.If you blindly follow the trend of neglect during the risk analysis and prevention,not only can not be expected to bring the advantages of enterprise and efficiency,but will enterprises have sustained heavy losses.In this paper,outsource human resources management both at home and abroad evaluation of research results,based on the combination of enterprise human resource management outsourcing findings of the risk, the introduction of multi-level fuzzy comprehensive analysis to asymmetric information theory and theory-based bucket,Outsourcing human resources management in accordance with four stages(preparation,choice of outsourcer period,implementation period,from the period) the risk characteristics of the various stages of the establishment of the risk of project risk evaluation index system of risk evaluation index system based on the multilevel nature of and complexity,and most of the characteristics of qualitative indicators,to build a multi-level fuzzy comprehensive evaluation model.Summed up in four phases and then the risk of their own preventive measures.Finally,a company of Jiangsu Province,the management of human resources outsourcing of specific examples of risk assessment,to obtain the ideal results,but also verify the scientific research and feasibility,will help enterprises to improve capacity to respond to risk and human resources outsourcing services to further show the effectiveness of the positive.
