Comparative Study Of Compensation And Resettlement Policies Of Xi’an Urban Village Transformation

Emergence of urban villages is an inevitable consequence of urbanization,social and economic progress of Xi’an urban-rural dual economic system. Because ofvarious reasons of history and reality, infrastructure of the villages were weak and limited.The living environment of the villages were dirty and very tatty. This contrast sharply with thecivilized community, pleasant environment and fully functional modern city. On the otherhand, the extensive economic business pattern of villages land wasted the land resourcessignificantly. The existence of urban villages, have been seriously affected the comprehensivecompetitiveness of city and coordinated development of economy and society. In terms of theoverall situation of speeding up urbanization, raising level of urbanization andaccomplish modernization, It is a necessary request of economic and social development.In the present study, by using literature research, field survey, comparative study andcase analysis, we first review the development history and theoretical issues related to villageand transformation and, find out the core and difficulty point. Base on this, the severalcompensation and resettlement typical polices of Xi’an city are comparative studied, and sumup experience, form conclusions and recommendations. It is important for theory and practiceto develop more suitable resettlement compensation policy for the smooth progress oftransformation of villages in Xi’an city.The following are summary of our conclusions:1．The key and difficult point of the transformation of village is the compensation andresettlement policy. A appropriate compensation and resettlement policy which consistentwith the villagers’ expectations, can smoothly transformation, otherwise, a variety of theproblem will be produced.2．Compensation and resettlement policy of transformation village of Xi’an are still existssome problem involving government contended with the businessmen and people for profitsand, unreasonable compensation policy and, needs further reform. Related policy needs to paymore attention to the protection of the legitimate interests of the villagers, to restrain the government power. Need to pay more attention to the land compensation, long-term stableincome source and provide more reliable basis for the protection of the interests of villagers.3．It is an essential conditions to make good policy that scientific investigation andrealistic approach. Sufficient investigation, comprehensive, accurate understanding of thedemands of the villagers, can get an appropriate policies.
