Over the years, as the rapid growth of Chinese economic and social development, labormobility frequency is increasingly expediting. On the background of the acceleratingurbanization process, rural surplus labor in our country move to cities with unprecedentedspeed and scale every year. In2013, our country urbanization level is53%, however, most ofthem were counted as urban migrant workers, and just realized their careers shift fromagriculture to non-agricultural, their residence still detain in the countryside, or around the city.Such "amphibious type" life style of the most migrant workers, is not only the realembodiment of injustice rights that the institutional constraints brings to them, but also theactual reflection of lacking of sustainable livelihood skills. Hence, were migrant workersreally integrate into city life, not only to consider the implementation of the policy goals fromthe macroscopic view, more we should promote sustainable livelihoods skills of migrantworkers, enhance their willingness and confidence to stay in urban. In general, thecitizenization of migrant workers is the premise of migrant workers’ ability and willingness tobe citizenized, and their willingness to stay in the city will also be influenced by multiplefactors.
