Along with the continuous growth of the economy scale and population,energy demand is increasing.The environmental pollution and energy crisis that were from fossil energy consumption has attracted more and more attention of countries all over the world.Under this background,because of the characteristics of "electrical energy instead of oil " and"less emissions",new energy electric vehicles greatly alleviate the air pollution caused by automobile exhaust and reduce the oil consumption in the field of transportation.Therefore,the new energy automotive industry get more and more attention and support from governments around the world.In China,the new energy automotive industry,as one of seven strategic emerging industries,was attached great importance and got vigorously support by the government.The government and related departments have issued a large number of matching support policy.Under impetus of the policies,the promotion and demonstration operation of new energy electric cars have made great achievements.Among them,the pure electric bus,as a breakthrough for the development of new energy vehicles industry,has played a very good demonstration role in driving the whole development.According to the operating characteristics of pure electric buses,battery swapping mode usually become the main energy supply mode,and its supporting infrastructure is battery charging and swapping stations(BCSS).Therefore,the construction of BCSS plays a key role for the promotion of electric buses.First of all,based on the literature study about electric vehicles infrastructure and economic benefits,the paper analyzed the domestic and international developing situation of electric vehicles infrastructure.From the perspective of abroad,the paper analyzes the current constructing and operating situation of charging infrastructure in United States,Japan and European countries.Domestically,based on the analysis of the current developing situation of electric vehicles,the paper reviewed related supporting policies about electric infrastructure,then,analyzed the constructing scale,operating mode of electric vehicles infrastructure.Secondly,based on the theoretical research and the analysis of the status quo,the paper constructed the economic benefit analysis framework of BCSS for electric buses.The analysis framework that is based on the cost-benefit analysis method,firstly,analyzed the structure of cost and the source of income of BCSS based on the analysis of the structure and operation mode of BCSS,then analyzed the economic benefit of BCSS,which includes analysis of the economic benefit evaluation index,including the main financial indicators and environmental benefits index;and analysis of economic benefits uncertainty by the break-even analysis and sensitivity analysis.Finally,the paper studied the economic benefits of Xue jiadao BCSS for electric buses by the framework of economic benefit analysis.Based on the analysis of basic situation of the project and its operation mode,the paper estimated the cost and income to calculate expected earnings of the project.Next,from the angle of financial and environmental benefits,the paper made evaluating index analysis.In order to further analyze the uncertainty of economic benefit,this article selected the quantity of daily service vehicle,charging price,battery leasing price,power purchasing price and state subsidies as uncertain factors,and analyzed influence of the change of these factors on economic benefit through the method of break-even analysis and sensitivity analysis.This part proved the feasibility and practicability of the economic benefit analysis framework and put forward suggestions that improving economic efficiency of BSCC need combine various efforts from battery manufacturers,power supply company,state,BCSS operators and other subjects.
