Research On The Regional Difference Evolution Of Blue Economic In China

With the development of marine economy strategy to become the top priority of the national economy, the understanding of the "blue economy", from the ocean economy to the blue economy, has experienced a growing understanding of the process to domestic and foreign scholars, which reflects the innovation of development philosophy. But the development of blue economic both at home and abroad is in infancy. Compared with the development of blue economic abroad which has an emphasis on the development of international coordination and sustainable development, majority of China’s research on blue economic development belong to regional economic research, and even more focus on planning and layout of local blue economic development, but have not yet made a systematic study on the difference of blue economic development. Understand the evolution characteristic and comprehensive level of regional economic differences has very important significance to promote the coordinated development of the blue economy.Therefore, this paper attempts to gather marine economy, the coastal economy and sea-related economy into a variety of economic system, and define its concept and detailed statistical area; In order to understand the factors affecting the development of the blue economic, use new economic growth theory and sustainable development theory, to draw natural factors, industry factors, technological level, human capital, policy-oriented and sustainable development that mainly affect regional differences; use indicators to multiple targets from a single analysis, and use Moran index, coefficient of variation, and Theil index to analysis the regional differences which come mainly from the blue economic zone economic differences, the difference is only a small part of the range, the regional disparities are differences in the impact of economic dominance of blue force; and by building a blue economy comprehensive evaluation index system, use principal component analysis of Blue Regional differences in economic circumstances between the provinces, come to Shanghai, Shandong and Guangdong, the coordinated development of the marine economy, industrial development, technological level, resources and environment, which far exceeds the level of development the average level in the nation’s coastal provinces, Hebei, Guangxi and Hainan is far below the national average, in all aspects of the development of the coordination is weak, the larger the gap with the leading regions, the economic development of lagging regions are blue. Finally, starting from the perspective of policy analysis, policy recommendations for regional balance of economic growth in the blue, blue to ensure that our coordinated regional economic development goals, sustainable development must be in the blue economy based management framework to co-ordinate elements of the allocation of resources, land and sea industrial planning, infrastructure construction and environmental protection, exploration sets legal, technological, industrial, fiscal and financial policy in one, multi-joint, multi-polar economic support blue composite policy support system.
