Since the reform and opening-up policy started, people’s material need grows. A large number of infrastructures started which promoted the development of the construction industry. As number of construction enterprises grows, the scale and tasks of companies expand year by year. At the same time, competition in the con-struction market is also growing. However, the proportion of the profits from con-struction projects is difficult to upgrade. Change claims as the main way to gener-ate income, have been getting much attention. Due to the high demands for busi-ness people who doing change claims, mature business personnel need to pass special theoretical training and long-term construction practices; and on the other hand, technological brain drain of many large and medium-sized state-owned con-struction enterprises is serious, the number of mature personnel for change claims grows slow, lagging behind the pace of enterprise development. So the rapid de-velopment of enterprises is limited.With the development of producer services, the emergence and development of engineering consulting industry used for engineering construction services con-forms to the trend of industrial development and refining division of labor. They have a large number of professional and technical personnel, the scope of business for providing outsourcing services for the management and technology of con-struction enterprise becomes more and more widely, and they also bring new ideas to project management for the construction enterprise, which find a new way to solve the problem of the difficult growth of project construction profit ratio.Chapter1of this article introduces the development of construction industry and engineering consulting industry, gives a targeted analysis for business situation of change claims for construction enterprises and the participation of project pric-ing management from engineering consulting firm, and it found the shortage for the construction enterprises in management of change claims, and the business of engineering consulting firm for construction enterprises and change claims is very small at present.Chapter2introduces the information of construction significance, the con-struction index, the main buildings and construction period of Project Pangduo. It mainly introduces the situation of the winning project for AR construction engi-neering company, and as it is in Tibet, chapter2gives special analysis for Project Pangduo on the national characteristic, plateau characteristics, engineering features and technological characteristics.In view of the special contributions of change claims for construction project management, chapter3analyzes the strategic reasons of change claims service outsourcing for AR company in the project implementation in, summarizes the conventions and reporting requirements for change claims in project construction contract, analyzes the difficulty of the work of change claims in Project Pangduo. Under the restriction of company system and human resource management system, it argues the necessity of service outsourcing of change claims for construction enterprises, and the feasibility of completing change claims work by inviting en-gineering consulting company, which lets more construction enterprises to realize, in the case of the limit of their own resources, variations and claims business can be subcontracted to more professional engineering consulting company to com-plete.Chapter4introduces the characters, advantages, disadvantages and applicable range of change claims in the corporation of service outsourcing, and analyzes the influence of service quality by the degree of engineering consulting firm’s partici-pation. This chapter concentrates on the contrastive analysis on characteristics, advantages, disadvantages and application scope from the affiliated department of business personnel, party B’s personnel working mode (in site office or through the network platform), and pricing models of service outsourcing contract, which lets both sides realize it is necessary to select suitable service outsourcing mode according to the actual situation of the construction contract section.Chapter5analyzes the problems existing in the present service outsourcing and potential problems in the future, and gives solutions mainly from the collabo-rative division of labor, the service quality evaluation, identification and process-ing of contract risk. For the principle of duties division in the contract, it proposes three principles, namely the fairness principle, efficiency principle and cooperation principle; for improvement of service quality, this paper holds that the content and method of evaluation should be pay attention, and should be evaluated on engi-neering consulting company and business personnel who provides services respec-tively; for the processing of the contract risks, this article studies it from the three steps of identification of contract risk types, the possible impact of various risk and risk treatment method.This paper advocates the following points of view. First, at the situation of own capacity shortage, construction enterprises subcontract the change claims business to consulting engineering company is a wise choice, and it will become a trend. Second, there are variety of cooperation modes between construction com-panies and engineering consulting companies, only the appropriate mode can help win-win. Thirdly, the reasonable tasks division in service subcontract can be more conducive to friendly cooperation and achieve service outsourcing aim. Fourthly, a reasonable evaluation of engineering consultancy services can improve the quality of service. Fifthly, there should be timely risk identification, analysis and processing for cooperation contract during cooperation.Through the study of this article, more construction companies may know change claims subcontracting is prevalent for a long time, not only can make up for the lack of enterprise management and technical personnel, it also enhance the competitiveness of enterprises, and let engineering consulting company realize its business scope is not limited to design, construction and other units, and also can extend to the construction companies. And then, during the plan of change claims phase, construction enterprises should have knowledge of tasks division model, contract pricing model and other key points, which will facilitate the better prepa-ration of choosing appropriate collaboration model according to the project reality, and the better preparation to the contract risk at the beginning of the service out-sourcing cooperation, to deal with problems arising in the cooperation process.This paper not only studies the feasibility and necessity of service outsourcing from the viewpoint of construction enterprises, and also studies the feasibility of providing change claims to construction company from the aspect of engineering consulting firm, and also analyzes the characteristics, advantages, disadvantages and applicable range of different cooperation mode from the perspective of the cooperation, and studies how to improve and perfect the way of service outsourc- ng management, which will help construction enterprises emancipate thoughts on:he management of change claims, help engineering consulting companies realize:he market of construction enterprises, and wish to help promote cooperation and development of those two industries.
