With the rapid development of Chinese economy, a lot of major projects have been put into the implementation and operation. Major projects are usually dominated by the government, with the purpose of significant social benefits. But the risk of major projects is extremely complex and can’t be ignored. In order to ensure the smooth implementation of the project and to achieve the goal of the project, the government needs to assess the risk of major projects and take measures to avoid and mitigate the risk.Subway project is a typical and common major project. In recent years many big cities have increased the major project investment. But the subway construction major projects exist hidden risk. Thus, the government should weigh the risks objectively, and the suitable risk control measures should be taken to avoid the risk event. The effective risk assessment can not only ensure the completion of the major project, but also to promote the rapid development of our economy and society. However, research on risk assessment of major project is immature. Therefore, it is very important to improve the risk assessment and risk management system of the major project both in theory and practice, which is conducive to develop the public work projects and infrastructural projects, it is also beneficial to raise China’s urbanization level. This paper will study the mechanism of the risk of major projects and identify the risk factors of the project, on this basis, a risk index system and risk assessment model will be established using AHP method. Finally, the second-stage construction of Cheng Du metro line4will be chosen as a case.
