In the world economy globalization, information and market diversification of today, technology, economy and society are unprecedented drastic changes, the electric power industry management environment in fierce competition, the electric power enterprise as a state-owned enterprise, has long been under the planned economy system operation, though, the electric power enterprise after entering the many management system transformed. But human resources management is also stay in labor and personnel management on state-owned enterprise, many of the common existence. Based on the competence of the human resource management model based on human oriented and not to work oriented, it is one of the first concern.Then it will work in the human resources work transfer center.This research literature study and analysis, interviews, post BEI bench marking enterprise competence elements, expert questionnaire, questionnaire. Through questionnaires for research data, using SPSS13.0to collect data and related statistical analysis. Research end up with Sichuan electric power company’s general competency level cadres group project consists of8:Vision to lead, Global master, Learning and innovation, Team building, Quality control, Inspired directing, Sustainable development, Expertise Guide.At the end of study, according to the proposed establishment of competency model for each competency level description. This competency model in the Sichuan electric power company and its practical application in the work of cadre management operation provides detailed references and strong technical support and it has got the reality testing in recognition of cadre’s management and front-line workers.This research is in the field of electric power Enterprise creative research work on the competence of cadres, and the findings have been some practical application work. But due to the limitations of the scope of research, may be linked to the electricity situation in other provinces and cities in China have some access, research results have yet to be has further validation and review. On current research findings for management competency research in China, it has added a useful one.
