Food safety relates to the individual’s survival and health, the continuation andprosperity of the race, and the relationship between the stability and development ofthe country and society. With the continuous advancement of technology and the rapiddevelopment of the food market, people have also improved the requirements on foodsafety. However, there is an endless stream of food safety issues and food safetysituation is very grim. Therefore, the study of food safety regulatory system has animportant theoretical value and practical significance. In theory, it can further enrichthe food safety supervision and even research level of national regulatory theory andexpand the research perspective; in practice, it can play an important role in theprotection of food safety and physical and mental health of people.Food is the object of food safety regulatory, possessing a fundamental role in thefood safety regulatory system. Although each of us contacts with food in personalexperience every day and converts the nutrients needed by our body directly bychemistry and other physiological effects, different disciplines have different viewsfrom different perspectives for what the food is. Of course, the most authoritativeinterpretation belongs to the definition of food in "Food Safety Law", which providesthe legal basis for food safety supervision. The so-called food safety regulation is theprocess of supervision and management of regulatory body through certain legalprocedures for all aspects of food production, processing, transportation, storage, etc.Because of the importance of food safety, the Chinese government began theattention to food safety regulatory issues very early. After about three decades ofdevelopment, China’s food safety regulatory system has also gone through a series ofchanges gradually from a single, naive to the complex and diverse food safetyregulatory system. But it is undeniable that there are still many problems in China’sfood safety regulatory system, such as the imperfect legislation in the regulatorysystem, the unsound regulatory system, the not enough implementation of theregulatory system, and lack of social supervision and other aspects, which need afurther improvement.In developed countries, food safety regulation has accumulated a great deal ofsuccessful experience, which deserves us to learn. We can sum up the place that wecan learn by examining food safety regulatory experience of the United States,European Union, Japan and other developed countries in order to establish a complete legal system, improve food safety regulatory model, strengthen the management offood safety regulatory agencies, and increase the social supervision strength for foodsafety.Aimed at the problems in the China’s food safety regulatory system, the authorproposes some ideas of improving our food safety regulatory system: First, toestablish a complete legal system of food safety regulation, we need to integrate foodsafety regulatory laws and regulations, increase food safety regulation and achieve theinternationalization of the food safety legislation regulatory; Second is to improvefood safety regulatory system mechanisms, we need to improve food safetysupervision by multi-sectoral coordination mechanism, improve food safetyinformation with disclosure mechanism, and establish incentives of food safetyregulatory and other aspects; third is to strengthen the implementation of the foodsafety regulatory system, we need to reduce food safety supervision campaign-styleenforcement and protect the financial investment of food safety supervision; fourth isto strengthen the social supervision of food safety, we need to change the concept offood safety supervision, strengthen the food industry security discipline, and improvethe public participation mechanisms for food safety and so on.
