Research On Tianjin Food Safety Regulatory System In The Background Of The Food Supervision Super-Ministries Reform

Food safety has close relationship with the vital interests of the public,as well as the whole social stability and the sustainable development of the market system and the people's trust for the government.The problem of food safety has become a social hot topic,especially food safety issues occurred in recent years and were widespread discussion.In order to solve the status of the problem of food safety in our country,the super-ministries system reform of the food regulation system had been carried out in 2013.Then various provinces and cities of China carried out food regulation system reform in different patterns.All of the reform patterns were over the super-ministries system reform.Among these,Tianjin integrated qualitative inspect branch,food and drug administration department,Industrial and commercial department to set up the market and Quality Supervision Committee,which was one of the most radical change.Firstly,the article analyzed and studied the food supervision system of several foreign countries including the European Union and Some domestic provinces and cities,obtained the inspiration and experience.Then the article discussed the real situation and existing problems of the Tianjin food safety control system and the reform process of the food safety related mechanism.And the regulation system after the reform are mainly discussed.We found that although the reform pattern of Tianjin developed rapidly in the integration of regulatory resources,in the improvement of administrative efficiency,in the consolidate of the full-time district and town street Food Safety Office,in the punishment of the illegal activities and other aspects,there were still many obvious problems.Such as arduous task of internal integration,pressure that goes down to the grass-roots level,the shortage of law enforcement resources,weakness in active supervision,run poorly on food safety three levels supervision network,absent of fully mobilize social forces and other outstanding issues.Combined with the advanced experience of domestic and international food supervision system,the article puted forward some ideas that aimed at the actual problems of Tianjin food supervision system.The ideas included optimizing the organizational structure of the food supervision,enhancing government control,strengthen food supervision,establishing full-time supervision team and increasing the personnel,optimizing the food safety three levels supervision network,initiating a cooperative system,strengthening the loyalty to enhance the sense of responsibility,constructing the flat organization.
