Economic risk assessment of project is an important and indispensable means of decision-making and project managing. It has great significance in advancing and improving its decision-making level, preventing and avoiding investment risks and enhancing their operational efficiency. As power grid planning projects have increased, there have been general concerns of economic risk assessment study in the power system planning projects. This article analyzes the domestic and foreign research condition of the present stage electrical network layout construction project appraisal by the numbers, reorganizes its good points and the insufficient spots, has established the economic risk assessment index system of the electrical network planning project. According to the particularity of each project and assessment index characteristic of electrical network plan construction project, utilizes the method of two-level fuzzy assessment based on the analytic hierarchy process to carry on the economic risk assessment of six electrical network plan construction projects in Handan, confirms that it has good quality assessment effect. It showed the practical value of the model in the research.
