Research On The Market Of Electric Energy Conservation Service In The Southern Area Of Hebei Province

In recent years, energy conservation and emission reduction have been paidgreat attention by the government. Contract energy management and energyconservation service has been carried out as important measures which couldimprove the social efficiency level. In September2010,7strategic emergingindustries were established by State Council, and energy conservation andenvironment protection were in the top position of these industries. Later, a series ofpolicy were issued to support the development of energy conservation service. It hasgreat influence on the demand side management of State Grid. In order to fulfill thesocial responsibility, the system of energy conservation service has been built byState Grid since2010; and the energy conservation service companies whichpromote the development of energy conservation industry have been established inevery province. Through the comprehensive analysis of the economic and socialdevelopment, key industries suitale to carry out electric energy conservation service,and corresponding incentive tax policy and economy of typical projects in Hebeiprovince, this paper discusses the necessity and feasibility of energy conservationservice in power grid companies, introduces the basic modes of contract energymanagement in detail, and proposes mode suggestion. As a result, for the energyconservation companies, the risk and management strategies which include theproject selection, project implementation, the energy conservation benefit sharingcan be obtained, and the development orientation, ideas and goals of electric energyconservation service market in the next three years are proposed.
