Power grid construction is an important part of system construction. As an important infrastructure of the city, the construction of power grid will have a profound impact on social life and economic development. To guarantee the national economy developing healthily, the planning of the power grid construction must be paid enough attention. If we want to evaluate the power grid construction totally, we should understand the benefit which was created by it and the social effects of it. In china, the studyingof the evaluating on the power grid construction’s the social effects,which mean the relative information is very little.In my paper, I will do some researching on the social benefits of power grid construction in Hengshui City. As my wish, the studying can help the power grid construction of Hengshui City in some way. The relative theory, evaluation contents and evaluation methods of the program social benefits’ evaluation will be instructed first. Then the indicator system will be build based on the economy developmentand social status of Hengshui City in ShiErWu Plan, after we have learned the total effects of the power grid construction. Certainly there will have a detail explanation on the indicator system. What’s more, the percentage of every indicator will be calculatedby Analytic Hierarchy Process and Expert scoring method. At last, the social benefitsof power grid construction in Hengshui City will be evaluated by Fuzzy Comprehensive Evaluation Method.
