Population, cultivated land per capita less and cultivated land reserve resources shortage is our county land use basic national conditions. Both to ensure food security and to meet the rigid requirements of the construction land, it is necessary to bridge the gap between urban and rural areas to ease the contradiction between supply and demand of land for construction. Therefore, the policy of Increase and Decrease Connection of Urban and Rural Construction Land came into being. Increase and Decrease Connection of Urban and Rural Construction Land as a new way of consolidation and reclamation, its core work of rural construction land consolidation and reclamation, land use adjustment and optimization of the structure and layout of, urban and rural land resources optimize the configuration. As the work carried out, on the one hand, the effective protection of the arable land resources, on the other hand to ease the contradiction between supply and demand of land for construction. Through the collation of rural construction land, revitalize the stock of land for construction in rural areas, promotion of urban and rural land use layout adjustment, structural optimization, the promotion of urban and rural development and a new socialist countryside construction, intensive and efficient land resources and sustainable use.Based on the basic theory of land economics for research foundation, this paper analyzes the connotation, the implementation of the background, the mechanisms of the policy and the problems in the implementation process; combing the land use efficiency evaluation of theoretical approaches, combining the particularity of new land consolidation and reclamation way, and extracted a set of theoretical project benefit evaluation index system.And then, make Tianjin Jixian Xincheng pilot project of as an example, the use of multi-level fuzzy comprehensive evaluation method of project effectiveness, selecting10evaluation indexes from economic, social and ecological benefits. The implementation of the project plays an important role in the increasing of Agricultural production and farmers’ income, increasing farmers’ production, living environment, revitalizing the stock of land for construction in rural areas and relieving the construction of land supply and demand between urban and rural, achieving a coordinated development of economic, social and ecological.Through effectiveness evaluation of pilot projects and the results of analysis, verifying the evaluation index system. Overall, the evaluation index system operation is convenient and easy, with a certain degree of applicability. However, due to the constraints of the information and data, the article space limitations, this paper is only theoretically build a universal evaluation index system, and chose the Jixian xincheng instance for authentication. In the evaluation process has also revealed that some of the problems and deficiencies that exist in the evaluation index system.To make more practical evaluation index system, the theoretical system were revised and improved in this paper. In later work in practice, in order to master the potential of land reclamation, the degree of financial security and socio-economic effects, government departments can use this evaluation index system for the pre-evaluation, thus eliminating the problems and avoiding the waste of all aspects before the project starting.In the later practical application, we should choose more than one project to evaluate and analyze. Calculating the effectiveness score of each item in the economic, social and ecological environment, so that we can make a horizontal comparison, analyze and summarize the advantages and disadvantages of every project, promote the later work more reasonable and orderly. If introducing time series on different projects, it would be a complex spatial and temporal system evaluation covered of the horizontal and vertical. More in-depth analysis of items, it will has important application value for improving the comprehensive benefits of the work.
