Since the implement of the reform and open policy, the level of agriculture modernization have experience a great improvement as well as the transition of the workforce leads to the labor shortage in rural areas. At the same time, the tendency of market-oriented economy and globalization of the primary products is a very important problem which should be valued. The primary products which are imported from foreign country have made our domestic produce less competitive. As a result, out of the consideration of national security strategy and sustainable development of agriculture, it is a inevitable choice of development of modern agriculture that make a transition from contact responsibility system to family farm.Family farm is a kind of agricultural management organization differs from contract responsibility system. Its positive effects of reducing production costs and increasing productivity have be confirmed in developed country for many years. With the development of formation of agricultural management organization, the range of its application and its positive effects had got the attention of farmers, government and theorists. However, in the process of agricultural production, the promotion effects of family farm are influenced by the attitude of farmers largely.This paper is guided by the agricultural organization theory. The object of research is behavior of farmers participate in family farm. The basic theory involved include family farm theory, farmer differentiation theory, land transfer theory, institutional change theory and property theory which are based on the related research results of theorists and field investigation in rural areas. The research sample of the paper is farmers which are living in 7towns of Songjiang Shanghai City. The paper have analyzed the level of development of family farm, the status of farmers participate in family farm, the status of land transfer in rural areas and the willingness of farmers participate in family farm. Based on the internal mechanisms of farmers participate in family farm, the paper have set up the hypothesis of factors which have influence on farmers’ behavior and then build the index system. Finally,based on the data verification of questionnaire, the paper used factor analysis and Structural Equation Modeling to analyze the factors which affect the willingness of farmers participate in family farm. According to the research conclusion, the advice that help to improve the levelof willingness of farmers participate in family farm are raised.Here is the research conclusion, firstly, the professional characteristics of farmer failed to affect the willingness of farmers participate in family farm directly but by make an influence on characteristics of non-agricultural industries and characteristics of perception of fairness.Secondly, characteristics of non-agricultural industries failed to affect the willingness of farmers participate in family farm directly but by make an influence on characteristics of income effects. Thirdly, the path coefficients between the characteristics of income effects and the willingness of farmers participate in family farm and that between the characteristics of perception of fairness and the willingness of farmers participate in family farm are 0.657and0.547 respectively. The data point out that the level of income which is improved due to the family farm policy is the most critical factor that influences the farmers’ willingness. The more the family farm policy can increase farmer’ income, farmers are more willing to participate in family farm. Finally, the fairness of family farm policy and its related income distribution scheme that is perceived by farmers have made an influence on farmers’ willingness largely. A series of fairer policy which involves income distribution can help to improve the willingness of farmers.
