Household contract responsibility system marks an important turning in the reform ofChina’s rural land system. The system is not only consistent with the characteristics of China’sagricultural production, but also adapt to the level of development of rural productivity, it isthe basic land system in current, we should continue to improve and develop it inlong~standing. With the development of modern agriculture, land~scale operation become thedevelopment trend of rural land management, its focus on the household contracted landthrough the way of land transfer, operating through appropriate agricultural subjects, in orderto achieve economies of scale land in this way, and promote the development of agriculturegreatly.This paper looks up a lot of documents and date about scale magement of rural land, andcombined with field research and study, understanding the status of land circulation and scaleoperation in Xinjiang, combined with the willingness of farmers’ land transfer andperformance of land scale operation implementation, in order to design a suitable path thatachieve rural land contract management and large~scale operation developing coordination inXinjiang, and provide appropriate policy recommendations.The first chapter is the introduction, mainly describes the background, purpose andsignificance of this paper, determine the methods and thinking, and estimate the possibleinnovations.The second chapter is the basic theory, the main theory about the land transfer and scaleof operations. A series of theory gives us some inspiration.The third chapter describes the development status of scale operation path about ruralland in Xinjiang. On the basis of the land transfer, centralized decentralized householdcontracted land, and formed a certain scale, and achieve economies of scale in related to theoperations subject. Because of the vast region, rural land showing significant regionaldifferences, there are also and regional differences in large~scale land operation mode inXinjiang.The fourth chapter is analysis of the performance of large~scale land operation in Xinjiang path. This chapter begins from the perspective of farmers, quantitative analysis offactors affecting willingness of farmers land transfer; combined with a typical example, fromthree areas of economic, social and ecological benefits, analysis of the performance of thefour~scale implementation in Xinjiang, and provide the basis suggestion for the following.The fifth chapter is design a coordinated route that about the rural household landcontract management and the scale operation. This chapter on the basis of the first twochapters, combining design objectives and principles of the path, and select the path from theland transfer process, methods and scale of operation mode suitable for the development inXinjiang. This is the most important findings of this paper, the effective integration of landtransfer and scale of operations to promote the coordinated development of Xinjiang ruralhousehold land contract management and scale of operation.The sixth chapter provides countermeasure and advice about the coordinateddevelopment of rural household land contract management and the scale operation.
