Research On The Problems And Countermeasures Of Rural Land Circulation In Shuyang County

Since the reform and opening up,China's economy has developed rapidly,the first,second and third industries have gradually merged,and the pace of transition from traditional agriculture to modern agriculture has accelerated markedly.Concentrated contiguous scale operations have become a trend.To this end,it is necessary to reform the land system,speed up the pace of land transfer,and resolve the contradiction between the scale management and the fragmentation of land.In recent years,China's land transfer has achieved remarkable results,but there are still some problems.Since 2014,Shuyang County has actively promoted the work of land transfer,and explored a standardized and efficient circulation model to guide the concentration of land to large-scale growers,leading enterprises,and professional cooperatives in order to develop moderate scale operations.However,the economic development of Shuyang County is relatively lagging and the land is scattered,which leads to low productivity level in rural areas.Farmers' cultural literacy and technical ability are low,and they are reluctant to leave the land,because they cherish the land and lack a comprehensive understanding of land transfer,which severely restricts the process of the agricultural land circulation.How to solve this problem and make the standard and reasonable transfer of rural land is a challenge faced by Shuyang county,which is also an urgent problem to be solved.Based on this background,the paper takes Shuyang County of Jiangsu Province as the research object,studies and explores effective measures to promote rural land transfer in Shuyang County and develop the large-scale agriculture through a field investigation of rural land transfer in Shuyang County.On the basis of combing the relevant literatures at home and abroad,this paper firstly defines relevant concepts,and have a certain understanding of the basic situation of farmland transfer in Shuyang County through questionnaire survey and field visit.The study found that in order to promote the standardized and efficient transfer of agricultural land,Shuyang County has taken effective measures such as regulating the management of land transfer,improving the upervision mechanism of land transfer,vigorously developing modern agriculture and organically connecting with small farmers.These measures have significantly accelerated the speed of agricultural land transfer and diversified the forms and destinations of the transfer,which not only leads to the healthy transfer of land and promotes the transfer of labor force,but also realizes large-scale operation and promotes the process of agricultural modernization with remarkable results.We must improve social security,laws and regulations,strengthen government regulation and supervision over land transfer,and promote the confirmation,registration and certification of the right to contracted management of land in accordance with law in order to do a better job in the work of farmland transfer.
